Since the 1990’s in Germany, while adding family migration and family reunification have been increased, migration policy has been gradually changed concerning about the acceptability for the family migration. In that context, the introduction of immigrations law(Zuwanderungsgesetz) has the important meaning for the policy for immigrant families. This study is focused on following questions: How does actually appear the recent phenomenon of the family immigration? How are constructed the socio-economic positions of the immigrant families? Which political issues are remained after political change? The results of this study were as follows: The number of the immigrant families with children under 18 age occupied a very large proportion, but the socio-economic characteristics of the immigrant families showed that they were very unstable. The immigrations law as a most important immigration policy had political limits because of introduction of the mandating proof of language ability for the purpose of the couple's reunification on the one hand and completion of participation in integrations course. Based on these findings, this study suggested three political directions and implications for the Korean society.

1990년대 이후부터 독일에서는 가족의 추가이주와 가족재결합이 증가하면서 이주정책이 가족이주에 대해서 수용성을 조금씩 높여오고 있다. 그런 맥락에서 이주법의 도입은 정책적으로 중요한 의미를 지닌다. 본 연구는 독일에서 최근에 가족이주가 실제로는 어떠한 양상으로 나타나고 있는지, 그리고 가족단위의 이주자들은 사회경제적으로 어떠한 지위를 형성하고 있는지, 또한 정책적 변화맥락과 최근의 정책적 쟁점은 무엇인가에 대해 관심을 가지고 이에 대해 규명해 보고자 하였다. 본 연구가 독일 내의 이주가족들의 상황을 살펴 본 결과, 미성년자녀가 있는 이주가족의 수는 매우 큰 비중을 차지하고 있지만, 이주가족의 사회경제적 특성은 매우 열악하였다. 그리고 이주법은 부부 재결합 시에 어학능력의 증빙에 대한 의무화나 사회통합과정 참여의 의무화 조치를 포함하고 있어서 배타적 속성을 여실히 보이고 있었다. 따라서 본 연구는 이러한 연구결과를 토대로 하여 한국사회의 이주정책적 변화방향을 세 가지로 제시하였다.
