This Study examine the theoretical background about crime victims, importance, legal basis on protection and support of crime victims and the reality analysis of the problems of the Korean police it's treatment. Furthermore, this suggests the improvement plan of crime-victim assistance in the Korean police. Improvement plans on the protection and support system of crime victims coping with the analyzed problems are proposed. The Police have the duty to guarantee freedom and the rights of people. The crime victims are those who experience crime on the spot. Thus, they can give crime related information to the jurisdictional authority more than anyone else, and play an important role in finding substantive truth by means of solving crime incidents. Nevertheless, the crime victims are regarded as a means of evidence for incident or objects of an witness, and there have no due interests given to their human rights. First, like integration of related acts of protection and support of crime victims, through modification of laws and installation of an exclusive organization, construction of protection system of crime victims is necessary. Three alternative measures on protection system for crime victim were suggested. First, need enhanced recognition of crime victims of all police officers. On specific implementation plan and the content, operation of police training programs see that further studies are needed. Second, Second, as the protect and support on crime victim, implemented, and Integration in order to ensure the effectiveness is required. And in economic difficulty and there is no sufficient compensation, the crime victim is vulnerable to other damages besides direct damage. Third, to deal exclusively with the issue of a police station in contact with victims of crime organizations and human resources and expertise of the workforce says he is urgent. Finally, this study suggests the establishment of service system linking between the police organization and community-based institutions.

이 연구는 범죄피해자에 대한 경찰차원의 보호와 지원 등 대응책의 필요성에서 수 행되었다. 그 동안 형사사법의 초점이 범죄자의 국가로 부터의 침해보호에 두어졌다 면 어느 날 갑자기 범죄피해의 대상이 된 피해자를 먼저 챙기는 것은 당연한 업무이 다. 우리나라는 헌법에 범죄피해자 보호를 규정하는 전 세계적으로 찾기 어려운 제도 를 가지고 있지만, 사실상 그동안의 범죄피해자 보호와 특히 지원 수준은 초보적이었 다. 이 연구에서는 범죄피해자지원에 관한 이론적 논의와 제도 현황 및 문제점 분석 과 그 개선방안을 제안하였다. 연구결과 다음과 같은 점에서 보완이 요구된다고 하겠 다. 현재 범죄피해자와 가장 가까이 있고 보호와 지원을 요청받는 기관은 경찰이다. 따라서 모든 경찰관의 범죄피해자에 대한 인식제고가 필요하다. 이를 위한 교육훈련 프로그램의 운영, 구체적 실시계획과 그 내용에 대한 심층적인 연구가 필요하다고 본 다. 둘째, 제도가 시행되고 그 실효성을 담보하기 위해서는 통합적 운영이 요구된다. 법무부, 검찰청, 지원센터, 경찰, 민간단체 등 다양한 기관이 참여할 수밖에 없지만 관 리와 운영의 통합체계는 구축되어 있어야 한다고 본다. 또한 제도 운영에 따른 예산 마련은 제도의 성패를 가름한다. 즉 경찰의 범죄피해자 보호와 지원을 강화하기 위해 서는 그에 적합한 재원마련이 불가피하다. 셋째, 경찰청 차원의 전담기구에 그칠 것이 아니라 범죄피해자와 접촉하는 일선경찰서에서 이 문제를 전담할 기구와 인력 및 그 인력의 전문화가 시급하다고 하겠다. 마지막으로 경찰을 중심으로 범죄피해자문제를 연구하는 민간기구 등 지역사회와의 협력과 실천이 무엇보다 중요하다고 생각된다.
