The purpose of this paper is to provide empirical evidence of educational welfare program on student's academic performance. Although the facts that this program has been conducted more than 10 years since it was first introduced and has accompanied large amount of financial resource, it is very hard to find empirical research that provides positive evidence. Such unexpected result comes from the use of cross-sectional regression model that has that omitted variable bias problem because a target group of this program is students under lower socio-economic backgrounds, so this paper uses panel fixed effect model. As a result, the variable of interest has insignificant but negative program effect in cross-sectional regression model as previous researches, while is has significant and positive effect in fixed effect model. Therefore educational welfare program has meaningful policy value as instrument to redemptive equality.

본 연구의 목적은 교육복지우선지원사업의 학업성취 효과를 실증적으로 확인하는 것이다. 과거 교육복지투자우선지역사업으로 시행되던 시기까지 고려하면 교복우 사업이 도입된지 10년이 넘었고 막대한 재원이 투입되었지만 긍정적인 학업성취 효과가 확실하게 나타난 연구가 매우 드물었다. 그 까닭으로 대부분의 선행연구에서 누락변수 편의가 발생할 수 있는 횡단면 분석을 활용하였다는 점에 주목하여 이를 통제할 수 있는 패널 고정효과 모형을 이용하여 분석을 수행하였다. 분석 결과 기존의 횡단면 회귀분석 모형에서는 교복우 사업 참여가 학업성취에 통계적으로 유의하지는 않으나 부정적인 영향을 미치는 것으로 나타난 반면, 고정효과 모형에서는 유의미하고 긍정적인 영향을 미치는 것으로 나타났다. 따라서 교복우 사업은 교육에 있어서의 보상적 평등을 실현하는 수단으로서 정책적 가치가 있다.
