This article analyzed Zum ewigen Frieden written by I. Kant in four items and presented the implications on the peace of Korean peninsula. Four items are: ① A matter of priori principles of individuals, ② Issue of forming republicanism, ③ Issue of forming international law for the peace federation, ④ A matter of working cosmopolitan law to guarantee the right of hospitality. Implicaions are as follows: We should make efforts to increase the democratic capacity in our society and raise the good feeling of the North Korean people towords the South Korea. We should reinforce the role of citizen and the congress for peace of the Korean peninsula and approach to make the democratization of North Korean system with a long-term view. We should form the South and North Korean alliance focusing de facto peace and unification, then and do best of the Korean peace regime. We should reinforce multicultural capacity in our society and develope the multi-layered authority for peace on the Korean peninsula. Despite realism about peace in the Korean peninsula, It is our moral duty to build judical system at the individual-national-international level and to persue the peace. Because the realism accelerates without break, implications suggested by Zum ewigen Frieden of I. Kant give paradoxically realistic thinking on the Korean peninsula.

이 논문은 칸트의 『영구평화론』을 네 가지 항목으로 재구성하여 분석하고, 각 항목이 한반도 평화에 주는 시사점을 제시했다. 『영구평화론』의 네 가지 항목은 ① 개인의 선험적 원리의 문제, ② 공화정체 형성의 문제, ③ 평화연맹을 위한 국제법 형성의 문제, ④ 환대권이 보장되는 세계시민법 작동의 문제이다. 『영구평화론』이 한반도 평화에 주는 시사점은 다음과 같다. 첫째, 우리 사회의 민주주의 역량을 높이며 남한에 대한 북한주민의 호감도를 제고하기 위해 노력해야 한다. 둘째, 한반도 평화를 위한 시민과 국회의 역할을 강화하며 북한체제의 민주화를 위해 긴 안목과 전략으로 접근해야 한다. 셋째, 사실상의 평화와 통일을 중시하는 남북연합체를 형성하며 한반도 평화체제 구축을 위해 노력해야 한다. 넷째, 우리 사회의 다문화 역량을 강화하며 한반도 평화를 위한 다층적 권위체를 발전시켜가야 한다. 한반도 평화에 관한 현실주의 속에서도 개인･국가･국제수준에서의 공법체제를 이루어가며 평화를 추구해가는 것은 우리의 도덕적 의무이다. 브레이크 없는 현실주의는 더욱 속도를 낼 것이라는 점에서 칸트의 『영구평화론』이 한반도에 시사하는 바는 도리어 현실적으로 보인다.
