Making selection of the location of facilities is one of the most important issues in local governments. Selection process of governments almost causes many conflicts between local residents. Therefore, this study investigates two main issues. First, what are the factors influencing the selection of the location of the facilities? Second, how different is a package-typed project from individual one in selection of the location. To these ends, this study uses the case of livestock-related facilities in Wanju, Jeonbuk-province. In order to find out the influencing factors on making location, this study analyze four sides: interest of the resident, environmental factor, emotional factor and procedural rationality. Results of analysis are that interest of the resident, emotional factor and procedural rationality had very significant influence on the selection, on the other hand the environmental factor had little. Based on these results, this paper suggests that interest of stakeholders, the openness and fairness of the policy procedures, and appropriateness in mind of people around its facilities are necessary to maximize resident’s acceptance of facilities.

본 연구는 3년이 넘는 기간 동안 완주군과 지역주민이 극심한 충돌을 빚었던 완주군 축산 관련시설의 입지 갈등 사례를 중심으로 공동시설의 입지 선정에 영향을 미치는 요인을 분석했다. 완주군은 완주군 화산면 운곡리에 우분 처리시설·돈분 처리시설·TMR사료공장 등 축산 관련 3개 시설을 패키지 형식으로 입지를 선정했으나, 지역주민들의 반발에 부딪쳐 우분 처리시설·TMR사료공장 2개 사업만 성공하고, 돈분 처리시설은 포기했다. 본 연구는 축산 관련 공동시설 가운데 어떤 시설은 어떤 영향요인으로 수용되고, 어떤 시설은 어떤 영향요인으로 거부되었는지에 관심을 두고 진행되었다. 영향요인에 대한 분석변수는 선행연구를 검토해 지역주민의 이해관계, 환경적 요인, 정서적 요인, 절차적 합리성으로 나누어 분석했다. 지역주민들이 2개 시설을 수용하고, 1개 시설을 거부하도록 귀결시킨 주요한 영향요인은 지역주민의 이해관계, 정서적 요인이었다. 환경적 요인은 다른 영향요인에 묻혀 거의 작동하지 않았고, 절차적 합리성은 대립과 갈등의 수준을 높인 것으로 나타났다. 이 같은 결론에 따라 다음과 같은 시사점을 도출할 수 있었다. 첫째, 선호 시설과 비선호 시설의 기준은 절대적이지 않고 상황에 따라 달라진다. 둘째, 환경적 요인이 환경 관련 시설의 입지에 영향을 미치는 절대적 요인이 아니다. 셋째, 시설의 입지 선정에 영향을 미치는 요인은 분석 대상의 사례에 따라 다양하게 작용하므로, 정책 결정이나 집행 과정에서 해당 사업에 대한 폭넓은 이해력이 필요하다. 넷째, 이해관계와 절차적 합리성은 대부분의 사례에서 주요한 영향요인이다. 다섯째, 자치단체가 지역주민들의 다양한 입장이 엇갈리는 시설들을 패키지 형식으로 추진해도, 지역주민들은 행정의 의도대로 움직이지 않고 각각을 개별사업으로 취급해서 대응한다는 점이다.
