The purpose of this study is to explore a successful case which showed the way a local government can overcome the chronic financial crisis focusing on the Gyeongsangnam-do case. Despite the prevalent financial crisis situations in the local government since the beginning of local autonomy, the size of local finance has continually expanded by meeting expanding fiscal demands with transfer revenues etc. Unlike other local governments, however, Gyeongsangnam-do made successful efforts to achieve financial integrity by reducing debts by half in 2015. The strategy of the Gyeongsangnam-do was not to depend upon a grant from the national government, but to introduce a creative strategy for financial integrity by reconstructing MRG(Minimum Revenue Guarantee) of Private Investment Project(BTO, Build-Transfer-Operation Private Finance Initiative), which resulted in the enhancement of efficiency of the expenditure structure. On the basis of results, this study suggests that its own strategy based on the competency designed to avoid the financial crisis could be more desirable way to strengthen the local government financial management than depending on the national government for help.

이 논문은 재정건전화 방안을 성공적으로 제시한 경상남도 사례에 대한 연구이다. 경상남도는 깊어가는 재정위기를 자각하고 전국 최초로 재정점검단을 설치하여 지방재정관리에 역점을 두고 관련 사업을 추진하여 재정 건전화를 조기에 달성하였다. 2013년 1월 1조 3,488억 원에 달한 채무는 2년 3개월 만인 2015년 3월말 현재 절반 수준(6,706억 원)으로 감소하였다. 지방재정 건전화 전략을 창의적으로 제시한 경상남도 사례는 중앙정부에만 의존할 것이 아니라, 지자체 스스로도 예산을 효율화하고 재정 건전화를 이룰 수 있는 길이 있음을 일러준다는 데 의의가 있다. 특히 중앙예산기관(기획재정부)이 난색을 표명한 민간투자사업 MRG 재구조화 문제에 기민하게 대처하여 새로운 활로를 열었다는 점은 높이 평가될 만하다. 이러한 성과는 강력한 추진력을 부여받은 재정점검단의 설치로 가능했다. 다만 이 연구는 경상남도의 성공사례에 초점을 맞춰 사례를 평면적으로 기술하는 데 초점을 두다보니 동태적이고 역동적인 기술로까지는 나아가지 못한 한계가 있다.
