Intelligence Police Officer’s role in the field of Public conflict managing is very important since social economic costs caused by assemblies or rallies derived from public conflict especially in the process of government policy implementation is phenomenal. The purpose of this study is thus to assess current status of Intelligence Police officer’s public conflict management based on policemen’s perception analysis and suggest remedial alternatives. A survey which consisted of over 10 questions on significance, need, utility and cognition for the intelligence officer’s operation was distributed to policemen over the country for the research after literature review for the preceding researches and focus group interviewing. The results showed that police officers relatively valued the importance, necessity and usefulness of intelligence police officer’s role in intervening the public conflict. Meanwhile the level of awareness for intelligence operation itself particularly on the conflict intervention role is not comparatively high. Judging from the results, police authorities need to consider prospective disclosure of police intelligence operation, strengthen the professional training programs and professors.

정부의 공공정책 추진 과정 상 발생하는 갈등, 즉 공공갈등으로 촉발되는 집회시위로 인해 매년 손실되는 사회경제적 비용은 매우 심각한 수준임을 부인할 수 없는 만큼 이러한 갈등 관리 역할을 실질적으로 담당하고 있는 경찰의 정보활동 또한 상당히 중요한 부분을 차지한다고 할 수 있다. 이 연구는 이런 이유로 정보경찰의 공공갈등 관리 활동에 대한 인식 수준을 진단함으로써 보다 발전적인 개선방안을 제시하고자 진행되었다. 보다 구체적으로는 경찰의 정보활동에 있어서 조정 및 관리 역할을 수행하여야 할 공공갈등의 범주와 이러한 갈등관리에 필요한 법률 근거의 검토, 그리고 정보경찰의 공공갈등 조정 활동에 대한 현장 경찰관의 인식을 분석하였다. 이를 위해 문헌 검토 및 인터뷰 등 질적 연구방법과 함께 양적 연구방법을 병행하였는데, 현장 경찰관을 대상으로 설문조사를 통해 정보경찰의 공공갈등 조정 역할의 필요성과 유용성 및 이러한 활동과 관련된 법률 근거에 대한 인식 수준 등을 조사하였다. 조사결과 현장 경찰관들은 정보활동을 통한 공공갈등 관리 활동의 중요성(4.03점)이나 필요성(3.83점), 유용성(3.70점)에 대해서는 비교적 높은 수준으로 인식하고 있었지만, 이러한 정보활동 자체에 대한 인식(3.24점)이나 공공갈등 조정활동에 대한 인식 수준(3.45점)은 상대적으로 낮게 나타났다. 이러한 연구결과를 통해 몇 가지 발전적 대안을 제시할 수 있었는데, 첫째, 비공개 정보경찰 활동에 대한 적절성 재검토를 통한 활동 방향의 전환 모색, 둘째, 정보경찰 및 타 기능 경찰을 대상으로 한 정보활동 관련 전문교육의 강화, 셋째, 공공갈등 관리를 포함한 경찰의 정보활동 영역에 대한 전문 교수인력 확충 등이 절실하다.
