This study focuses on field survey investigation into how good-quality water resource are secured and made stable and how service water is supplied in the cities of Lyon, France and Amsterdam, the Netherlands. Based on the results of the investigation, due to uncertain environmental variations such as change, conservation is required for water resource management and for a supply of good-quality drinking water. Therefore, for an administratively stable water supply, the establishment of suitable relationships with central and local government and investment in service improvement are required. Furthermore, water-saving efforts and water resource industry market is being expanded further with a view to creating profits, studies for the development of new water resources are required. As for organizational operation, the independence of water supply services should be secured, the status of water supply services should be enhanced, and domestic/foreign best practice cases (technology and operation) should be unceasingly benchmarked.

프랑스 리옹시와 네덜란드 암스테르담시를 대상으로 안정적인 양질의 상수원수 확보 및 물공급은 어떻게 이루어져 있는지를 현장 답사를 통해 조사하였다. 이 결과, 앞으로는 기후변화 등 불확실한 환경적 변화에 따라 수자원 관리와 양질의 음용수 공급을 위해 자연보전의 필요성이 요구되었다. 따라서 행정적으로 안정적인 물공급을 위해 중앙정부 및 지방자치단체와의 관계정립이 더욱 요구되며, 서비스 개선에 대한 투자가 요구된다. 더 나아가 시민사회와의 연계를 통한 물절약운동 및 상수도 요금의 현실화 등의 운동도 필요하다. 또한 수자원 산업시장이 점점 더 수익창출을 목적으로 확대되어 감에 따라 새로운 수자원 개발에 대한 연구가 더욱 요구된다. 조직운영에서도 상수도 업무의 독립성 확보 및 위상 제고가 필요하며, 국내외 우수사례(기술 및 운영 등)에 대한 끊임없는 벤치마킹이 요구된다.
