This articles examines the current state of APEC, which has been adrift due to the lack of leadership as well as ordinary member's enthusiasm. APEC can serve South Korea's national interests by providing useful means to restrain powerful countries like the US, China, and Japan; offering substantially larger markets for Korea's exports than an integrated East Asia; enabling South Korea to overcome its ethnocentrism; contributing to resolve North Korea's nuclear problem; and promoting economic cooperation in East Asia. This article suggests that South Korea should put a higher priority on APEC than a tight integration of East Asia, since it can better contribute to diffusing peace and prosperity from the developed to the less developed countries in the Asia-Pacific region.

본 연구는 “몰락이냐, 아니면 새로운 활로의 모색이냐?” 기로에 선 APEC이 우리나라의 국가이익에 어떻게 기여할 수 있는지 살펴보는 것이 주된 목적이다. 본 연구는 APEC이 역내 강대국에 대한 견제, 자유화 이익의 극대화, 동아시아 경제통합의 어려움에 대한 고려, 자민족중심주의를 극복, 안보 문제에의 기여 가능성, 역내 경제협력의 수단으로서의 유용성 등으로 인해 국익에 기여할 여지가 크다고 주장한다. 정책 대안으로서는 너무나 견고한 동아시아 블록의 형성보다는 역내 선진국을 다수 포함하는 APEC을 통해 아태지역 전체의 상향평준화를 가져올 수 있고, 아태지역 전체를 자유시장경제에 바탕을 둔 개방적이고 민주적인 방향으로 발전을 가져오도록 하는 방안을 제시한다.
