The purpose of this study is to explain the meaning of 2005 APEC Korea in terms of the diffusion of regionalism at the global level and the progress of decentralization at the domestic level. During the research, we expect to find the coexistence of national and regional development and to recognize the necessity of construction of local governance through 2005 APEC Korea.
APEC is the symbol of East Asia Regionalism in the progress of globalization and regionalism. State restructuring is in progress together with balanced national development and decentralization. 2005 APEC Korea in Busan will be the momentum of recognition of local governance in the changing political environment (international-domestic, central- regional, regional-regional) and will give the city the chance to find the growth engine of regional development.

본 연구의 주요 목적은 2005년 부산 APEC 정상회의 개최가 갖는 의미를 세계적인 차원에서의 지역주의 확산과 국내적인 차원에서의 지방분권의 진행과 관련하여 살펴보고 그 속에서 국가발전과 부산지역발전의 중첩성을 모색하며 이것이 로컬 거버넌스 구축의 필요성을 낳는 계기가 될 수 있는 가능성을 지적하는데 있다.
세계화의 진전과 함께 지역주의도 병행, 확산되면서 APEC이 동아시아지역주의의 상징으로 대두되었다. 국내적으로는 국가균형발전과 지방분권을 통한 국가재구조화작업이 진행되고 있다. APEC 정상회의의 부산개최는 이러한 대내외적(국제-국내, 중앙-지방, 지방-지방) 정치환경의 변화에 의한 로컬 거버넌스의 필요성을 환기시키는 계기가 되며 동시에 개최도시에게는 성장동력 개발의 기회를 제공해 준다.
