The purpose of this study is to look at policy failure saliency of oil spill accidentas focusing event. The study analyzed the case-by-case・periodic change of policyfailures type, as Ingram & Mann(1980) suggested, about Sea Prince in 1995, HebeiSpirit in 2007, WuYiSan oil spill accident in 2014. The analysis results andsubsequent policy implications are as follows. First, the results showed a largegap among the three cases of oil spill accident because the onset condition is different. Second, three types of policy failure that was being addressed is the underlying cause ofpolicy failures of the oil spill accident despite the decrease in the type of policy accordingto prevention options about accident. To prevent repeated policy failures, thegovernment should prepare disaster response manuals considering the peculiaritiesof geographical and social infrastructure and responsibility about the large shipcompany, sailor’s unpreparedness, early poor control technique. 본 연구는 초점사건으로써 기름유출사고의 정책실패 현저성을 살펴보는데 목적이 있다. Ingram & Mann(1980)이 제시한 정책실패 유형이 1995년 씨프린스호, 2007년 허베이 스피리트호와 2014년 우이산호 기름유출사고 사례별・시기별로 어떻게 변화되었는지를 확인하였다. 연구의 분석결과와 그에 따른 정책적 함의는 다음과 같다. 첫째, 기름유출사고 3개 사례별 발생조건이 다른 만큼 부각되는 정책실패 유형은 차이가 있는 것으로 나타났다. 둘째, 점차 기름유출사고를 예방・대응하기 위한 방안이 마련됨에 따라 정책실패 유형은 점차 줄어들었음에도 불구하고, 20년동안 지속적으로 제기되고 있는 정책실패 3개 유형은 기름유출사고 정책실패의 근본적인 원인이라 할 수 있다. 반복되는 정책실패를 막기 위해 정부의 초기방제 미숙과 선박회사・선원의 안전불감증, 사고피의자인 대형선박회사에 대한 엄중한 책임규명, 지자체의 지리적・사회기반시설 등의 특수성을 고려한 재난대응 매뉴얼 마련 등이 필요하다. 셋째, 언론을 통해 부각된 기름유출사고의 정책실패 이슈가 의제로 설정되어 정책반영은 물론 입법화되었다는 점에서 언론보도를 통한 정책실패 현저성에 대한 지속적인 연구가 필요하다.
