This study is aimed to propose the development direction on creating waterfront in Masan Port whose function as harbor zone has been weakened and to improve the local people’s quality of life and to change the public’s perception on the ocean by analyzing the ground rules of waterfront development plan in the port and the problems of Chang-won city’s tourism status. To accomplish the goal, theoretical and substantial research are carried out by researching advanced studies, publications and materials of related organization and so on. Based on the research, I suggest the development direction as follows. First, the development plan should be headed for economical activation through accomplishing multi-functions and cultural social activation through urban type of waterfront development. Second, the development plan should feature the regional characteristics through utilizing environmental resources and realigning the existing facilities in the port area. Third, the plan must pursue balanced development plan in phases and embrace change timely. Fourth, the plan should be set up as waterfront activation strategy inducing multi-founction of dewelling, business, commerce and cultual activities. Fifth, the plan should consider the coastline of Chang-won city and find the way of utilizing available land.
