This study aimed to identify the key control elements for reviving the construction industry in both the public and private sectors. In the public sector’s control elements and innovative bidding system, it was found necessary to set up an unbiased review system for turnkey alternative design/build contracts, thus ensuring accountability and transparency in tendering procedures, and to introduce a business performance improvement program for public procurement agencies. To enhance global competitive advantage, transparency in the construction process, expansion of the open information system, action plans to prevent corruption, and improvement in the image of construction industry were found to be key strategic elements. Hence, it is considered important to establish a standardized public procurement system applicable to the global market. In the private sector’s responsible management, measures to enhance employees’ innovative competency and knowledge management as well as information technology were identified as key strategic items. These findings point to the necessity of improving managers’ awareness of responsible management and rationalization of management as well as participation of the entire staff. In the domain of management and business administration, efforts towards employee empowerment and support in addressing labor, health, and welfare issues were analyzed to be key strategic items. This highlights the need for strengthening the decision-making capacity for management policies and strategies at the top managerial level, such as regarding the financial structure of the organization and smooth administration, and reprioritization focusing on core competencies and outcomes.

본 연구를 통해 건설산업 활성화를 위한 정부주도 추진전략의 제도 및 발주 시스템 혁신 영역에서는 일괄․대안입찰공사 설계심의 공정성과 투명성 확보와 공공발주기관의 사업역량 강화 프로그램 도입이 필요하며, 글로벌 경쟁력 강화 영역에서는 건설과정 투명화와 정보공개 확대, 부패방지 노력의 실천전략과 건설이미지 개선이 중점 추진항목으로 분석되어 해외시장에서 적용 가능한 글로벌 스탠더드화된 공공발주제도 정립방향을 마련해야 할 것으로 판단된다. 민간주도 추진전략의 책임경영 영역에서는 구성원의 혁신 역량과 지식경영을 위한 전략, 정보기술이 중점 추진항목으로 도출되어 관리자의 책임경영 의식과 경영합리화의 노력 및 전 직원의 참여 등을 도모해야 할 것으로 판단된다. 관리 및 사업운영 영역에서는 사원 능력 계발을 위한 노력과 근로 및 보건․복지 지원 노력 중점 추진항목으로 분석되어 기업내부의 재무구조나 원활한 조직운영 등 최고관리계층으로서 경영정책, 경영전략 등의 의사 결정 문제에 대한 역량강화 및 핵심주력기능 위주의 사업관리와 성과물 등의 중요성을 재정립해야 할 것으로 판단된다.
