This paper empirically explores effects of government financial assistance through four policy instruments on design-using firms’ performance using 2013 design industry statistical survey data conducted by the Ministry of Industry, Trade and Resources. The paper controls for endogeneity of government financial assistance using a two stage Probit-LS procedure. In the first stage, government policy variable can be estimated in the probit model framework, then in the second stage, the predicted value for the policy variable can be used as an independent variable in the labor productivity model. The major empirical results are as follows. First, all policy instruments are found to positively affect firm’s sales and production in results by the two stage procedure. Second, empirical results shows that design investment per employee can have positive effect on firm performance, such as design-using firms’ production and productivity. Finally, aggregate government financial assistance to design-utilizing firms can be found to directly affect their production and productivity and indirectly through encouraging design investment. Among four policy instruments of government financial assistance to design-utilizing firms, designer training and education programs, financial assistance for business operation and export subsidy are positively associated with the firm production and productivity in 2013.

본 논문은 디자인활용기업에 대한 인력양성지원, 자금지원, 연구개발지원, 수출지원 등 다양한 정부지원이 경영성과, 즉 기업의 생산과 노동생산성에 미치는 영향을 실증적으로 분석하였다. 이러한 정부지원의 디자인활용기업의 경영성과 효과를 분석하기 위해, 통계청 승인 2013년 산업디자인통계조사를 활용하여 정부지원의 내생성을 고려한 2단계 Probit-LS 방법으로 생산 및 생산성 모형을 추정하였다. 추정된 결과 중 주된 결과만을 요약하면, 우선 근로자 수의 증가와 1인당 디자인에 대한 투자가 확대될 때 디자인활용기업의 생산성이 생산 증가와 같이 향상될 수 있는 것으로 나타났다. 정부의 지원확대가 디자인활용기업의 투자 활성화를 촉진하고 이는 기업의 생산성 향상에 간접적으로 도움이 될 수 있음을 시사한다. 다음으로 정부의 총 지원이 디자인활용기업의 생산성에 직․간접적으로 긍정적인 영향을 미치고 있는 것으로 나타났다. 다른 한편 정부의 유형별 지원을 살펴보면, 사업별로 그 효과가 달리 나타났다. 디자인활용업체에 대한 자금지원과 수출지원은 생산성에 긍정적인 영향을 미치지는 반면 인력양성지원과 연구개발지원은 생산성에 영향을 미치지 못하는 것으로 나타나고 있다.
