This study is to analysis the productivity change of regional the community credit cooperatives before and after global financial crisis. we use Malmquist Productivity Index(MPI) model to measure productivity change and data on 13 regional the community credit cooperatives from 2003 to 2012. The empirical results are summarized as follow: First, MPI was annual average improved by 1.060 because of technical average change (1.071) improvement rather than technical efficiency average change (0.989) improvement. Second, All of productivity factors of Gwangju and Jeonnam, Ulsan and Gyeongnam, Gyeonggi regional the community credit cooperatives are improved. and Jeonbuk regional the community credit cooperative is the highest score among others. Third, we use Mann-Whitney-test for comparing the regional community credit cooperatives before and after global financial crisis. The result shows that MPI makes no a clear difference that between the regional community credit cooperatives before and after global financial crisis. Fourth, we suggested that scale right-sizing, efficiency of work process are made for productivity enhancement.

본 연구는 2003년부터 2012년까지 새마을금고에 대해 지역별로 Malmquist 생산성 지수 (MPI)모형을 이용하여 글로벌 금융위기 전․후 생산성 변화를 분석 하였다. 분석결과 분석기간 동안 연도별 평균 생산성 변화 지수를 살펴보면 MPI의 평균 변화는 1.060으로 평균 6% 성장하였고, 이를 세분하여 살펴보면 기술변화의 평균은 1.071, 기술효율성변화의 평균은 0.989로 MPI 평균 변화가 상승한 것은 기술변화 평균의 상승이 주요 원인으로 나타났다. 그리고 퇴보한 기술효율성변화를 세분하여 살펴보면 순수기술효율성변화의 평균은 1.001, 규모효율성변화의 평균은 0.988로 기술효율성변화의 퇴보는 규모효율성변화의 퇴보에 기인한 것으로 보인다. 글로벌 금융위기 전․후 평균 생산성 변화추이를 살펴보면 MPI 평균변화, 기술변화, 기술효율성변화 등 모두 유사한 성장과 퇴보를 하였음을 알 수 있다. 그리고 글로벌 금융위기 전․후 지역별 새마을금고들의 생산성 변화 사이에는 모두 유의수준 5%에서 대체로 평균 생산성 변화의 차이가 없는 것으로 나타났다. 분석기간 동안 생산성이 퇴보한 규모의 비효율성의 생산성 증대를 위한 정책적 시사점으로 규모의 적정화, 업무프로세스의 효율화를 제시하였다.
