This study aims at presenting enforcement ordinance and regulations related to special laws of character education which were passed unanimously at the National Assembly on Dec. 29. 2014. In order to accomplish the above purpose, the Delphi technique and Focus Group Interview(FGI) were utilized, alongside of intensive discussion sessions and seminars. On the basis of results from data gathered from using Delphi technique & FGI and intensive discussions seminars, as well as concrete provisions, guidelines were developed. Regardlessly, legal basis and supporting systems are to be built up to promote character education. Along with character education in schools, it is urgently needed to develop guidelines on implementation and evaluation of character education, and also to establish social supports and infrastructure for the cooperation of family, religious, NGO and, mass com etc. This is crucial to elevate competencies, abilities and role of teachers.

인성교육이 강화되어야 한다는 교육적, 사회적, 국가적 요청이 높아지고 있는 가운데 지난 2014 년 12월 29일 ｢인성교육진흥법｣이 국회에서 통과되었다. 그에 따른 인성교육시행령 및 시행규칙을 마련하고 이를 뒷받침하기 위한 행정‧제도적 지원 시스템 구축을 위한 과제가 추진되기 시작하였 다. 이 연구는 Delphi 조사 및 FGI 방식을 활용하여 인성교육 진흥을 위한 전문가들의 의견을 수 렴하고 토론회, 간담회 등을 통해 진흥법 관련 내용을 검토하고 교원의 역량 강화 과제를 탐색하 는데 목적을 두었다. 이 연구에서는 인성교육진흥법안 시행령 내용의 원칙을 제시하였다. 아울러 ｢인성교육진흥법｣ 실행을 주도할 교원 역량 강화에 필요한 과제와 향후 추진해야 할 제도적 방안들을 제시하였다. 인성교육 진흥을 위해서는 학교에서는 물론이고 가정, 사회, 종교계, 메스컴 등 사회 전반적인 지원과 협력이 절실하다. 특히, 인성교육에 크게 영향을 미칠 뿐 아니라 인성교육의 실천을 주도할 교원들의 자질 및 역량 강화가 요청되고 있다. 아울러 교원들로 하여금 인성교육을 효과적으로 실 천할 수 있도록 법적, 제도적 뒷받침이 요청되고 있다.
