This study was conducted to develop a life stage-based competencies empowerment program for the faculty members of T university in Busan. 5 experts of education participated in the developments of competencies model and faculty programs in therms of ADDIE model. A total 173 faculty members at T University completed a survey that addressed the needs of the competencies empowerment program, and 57 faculty members completed a survey which collected information on CIPP of the program. We developed a stage-based competencies empowerment program which has 20 sub-programs in 3 academy courses for the educators, experts and leaders. We implemented the program for 1 semester and evaluated the contents, input, process and product of the program. There were significant difference in CIPP between groups, gender and department. Multiple regression analysis revealed that product factors was significantly affected by process and content factors. It is suggested that longitudinal study need to be conducted with qualitative evaluation of the CIPP factors of the program.

본 연구는 부산소재 T 대학의 교원 역량 모델에 기반 한 생애단계별 교수아카데미 프로그 램 개발 과정 및 프로그램 평가를 위한 것이다. ADDIE 모형에 따라 프로그램을 개발하였으 며, 그 성과를 CIPP(context, input, process, product) 모형에 근거하여 평가하였다. 총 173명 의 교원을 대상으로 변화필요 역량을 사전 조사하였으며, 그 결과와 문헌조사 결과를 기반으 로 5명의 교육 전문가가 내용분석 및 명목집단분석을 통해 전문 교육자, 해당영역 전문가, 공 동체 리더의 3개 역할을 정의하고, 이에 따라 21개 하위 역량을 정의하였다. 입문, 역량강화, 고급의 3개 수준 20개 하위 프로그램으로 구성된 3개 영역 아카데미 프로그램을 개발하여 2015학년도 1학기에 시범 운영하였다. 총 7개 프로그램에 대한 만족도 및 전체 아카데미 프 로그램에 대한 CIPP 평가가 이루어졌으며, 93명의 참가자 중 57명이 참여한 CIPP 평가를 통 해 개선점이 도출되었다. 그 결과, 전반적인 참여도를 높이기 위하여 초기 참여를 안내하기 위한 홍보전략이 요구됨을 제안한다. 만족도 상·하 집단 간 CIPP 인식도 차이가 통계적으로 유의하였으며, 그 효과가 큰 것으로 나타나 추후 인식 차이 및 그 원인 규명을 위한 질적 연 구가 이루어져야 할 것이다. 중다회귀분석 결과, 산출요인에 영향을 미치는 요인은 과정 및 상황 요인이었으며, 산출 요인 변량의 81.8%가 이들 변인들에 의해 설명되었다. 따라서 프로 그램 인식 수준을 높이는 노력과 함께 프로그램 질을 유지시키는 노력이 함께 이루어져야 할 것이며, 1학기에 시범 운영 된 프로그램만을 양적으로 평가하여 구체적인 개선 논의에는 한 계가 있으므로 교육효과 및 역량증진 정도를 평가하는 장기적인 연구를 제안하는 바이다.
