The purpose of this study is to empirically investigate the changes in the long-term care service delivery system since the introduction of long-term care insurance in the latter half of the 2000s. This study examines the Korean government's (not only the central government but also the local governments) political counteractions to realize the pluralism of the long-term care service, based on the theoretical frame of welfare pluralism. In particular, this study investigates the Korean government's political counteractions against the pluralism of long-term care, focusing on quasi-marketization. Also, the relations between the central government and the local governments in the process of reformation are examined. In sum, this study determined the current state and the issues of the pluralism of long-term care services in Korea and the Korean government's roles in terms of finance, provision, and regulations of the long-term service.

본 연구의 목적은 2000년대 후반에 시장원리에 입각한 노인장기요양보험제도와 노인돌봄바우처사업이 시행된 이래 장기요양서비스의 제공체계에는 어떠한 변화가 일어나고 있는지 그 현상을 실증적으로 분석하는 것이다. 이를 위해 본 연구에서는 복지다원주의의이론적 틀을 응용하여, ‘노인돌봄의 다원화’라는 관점으로 장기요양시스템의 제도개혁으로 추진된 장기요양서비스 제공체계의 변화상에 접근하여 노인돌봄의 다원화 실현을 위한 한국 정부의 정책적 대응은 어떠하였는지 분석한다. 특히, 노인돌봄의 다원화 실현을위한 한국 정부의 정책적 대응과 관련하여서는 준시장화 추진에 관한 기반정비를 중심으로 그러한 제도개혁 추진과정에서의 중앙정부 및 지방정부와의 관계도 시야에 담아서 분석한다. 이러한 분석을 통하여 본 연구에서는 한국의 장기요양서비스 다원화의 현주소를밝히고, 나아가 노인돌봄의 다원화를 통하여 장기요양서비스의 재원‧공급‧규제 측면에서정부의 역할이 어떻게 조정되고 있는지 포착하고자 한다.
