This paper tried to find an export strategy of the China and the South korea which are charged for dumping as the first country (China) and the second country (South korea) by a dumping and circumvention (indirect-dumping) judgement cases of the United States and the EU on Chinese sun-light products from 2012 to 2015. To cope with being charged dumping suggests a participation for overseas development project, a diversification of export markets, a technological innovation, training an expert of trade negotiations, strengthening monitoring-joint as common alternatives between government and business of two countries. As to the different between two countries, the China is necessary for ways to vitalize the domestic market and to build overseas manufacturing factory for avoiding a dumping judgement in the sight of the China. The South korea is necessary for a vertical systematization of products to be not a circuitous route of export and a government support for companies returned into the South Korea. A confrontational strategy of this paper will be possible to apply universally in general manufacturing business besides sun-light business at this time when is a stronger basic trend of protectionism.

본 논문에서는 2012년부터 2015년까지 중국태양광제품에 대한 미국과 EU의 덤핑․우회덤핑 판정사례를 통하여 덤핑피소 1, 2위국인 중국과 한국의 정부 및 전문경영인 입장에서 향후 덤핑․우회덤핑 피소에 대처하기 위한 대응전략을 모색하여 보았다. 피소에 대처하기 위해 양국 정부와 기업의 공통대안으로 피소에 대한 적극적인 대응자세, 무역협상전문가 양성, 정부와 업계의 모니터링 연대강화, 기술혁신, 시장다변화, 해외 프로젝트개발 참여 등을 제안한다. 다른 점으로는 중국 입장에서는 시장경제지위인정 획득, 중국내수시장 활성화 및 해외제조공장건설이 필요하며, 한국의 입장에서는 우회덤핑경로로 오인되지 않기 위한 정부의 통상규범교육, 국내 U턴 기업에 대한 지원과 기업의 제품생산경쟁력 강화 및 제품구성의 수직․수평적계열화실현이 필요하다. 본 논문의 대응전략은 보호무역주의 기조가 여전한 현 시점에 태양광산업에서 뿐만 아니라 일반적인 제조분야에서도 보편적으로 적용 가능하리라고 본다.
