The year 2015 is the year of “Post war 70th” and “Japan and Korea diplomatic normalization 50th”, and was expected to be the year of great opportunity to promote Korea-Japan friendship and cooperation. However, the “Abe Statement” announced on August 14th of this year was a great disappointment for this expectation. The Abe Administration’s conservative movement has stimulated Korean’s anti-Japan feeling against Japan and enhanced Korean nationalism leading to adverse influence on the media of both Korea and Japan. In creating peace in Eastern Asia, it is very important that the citizens of Korea and Japan face the past to settle, make peace, and remember the history to create the future together, while the youth work together to solve various problems in the world leading to the development of friendly relationship between the two nations. What is important as of now is not the narrow minded nationalism, but the exchange between the citizens beyond each nation. This is also the reason why ‘East Asia Citizenship Education’ and ‘Global Citizenship Education’ are attracting attention recently. From this perspective, this paper examines Japanese government’s insincere attitude, refusing to learn from the past, as the “the second crime”, and then suggests few educational problems in which both Korean and Japanese citizens should solve together from the perspective of Global Citizenship Education.

전후 70년과 한일국교정상화 50주년인 2015년은 한일우호와 협력을 도모할 절호의 기회였다. 그러나 올해 8월 14일 발표된 아베담화는 그 기대를 크게 저버리는 것이었다. 오히려 아베정권의 보수적인 움직임은 한국인의 대일감정을 자극하고, 한국의 민족주의를 강화시키고 있으며, 양국 여론에도 악영향을 미치고 있다. 한일 양국 국민들이 함께 역사와 적극적으로 대면하면서 과거를 청산하고, 화해하고, 기억해가며, 미래를 창조해가는 일, 그리고 양국 젊은이들이 서로 교류하며 한일우호를 구축하고, 나아가 동아시아는 물론 세계의 과제를 함께 실천해가는 일은 한일우호와 동아시아 평화 구축에 매우 중요한 일이다. 지금 중요한 것은 편협한 내셔널리즘이 아니라, 국경을 초월한 시민의 교류와 이해와 연대라고 말할 수 있을 것이다. 최근 교육에서 ‘동아시아시티즌십교육’과 ‘글로벌시민교육’이 주목받고 있는 것도 그 때문이다. 그런 점에서 본고에서는 첫째로 역사로부터 배우려고 하지 않는 일본정부의 불성실한 자세를 ‘제2의 죄’라는 관점에서 고찰하고, 둘째로 글로벌시민교육의 관점에서 한일 양국 시민이 함께 실천해나가야 할 교육 과제를 몇 가지 제시하고 있다.
