This study compared the Sewol Ferry sinking accident that happened last year with that of Seohae Ferry in 1993 in order to suggest directions for innovating of crisis management systems in Korea. To accomplish For this purpose, the introduction of the core system was introduced. The core system is a network hub for guiding and coordinating systems in a certain direction consistently. As its components, the core system has value, institution, leadership, devotion, and expertise. By explaining the transition process of transition of a system, which has been overlooked by discussions on the improvement of crisis management systems, using the core system, this study aimed to find its functions and roles. In this discussion, problems in the operation of crisis management systems for the Seohae Ferry and Sewol Ferry accidents were analyzed from the viewpoints of the components of the core system, and the establishment of a core system was suggested as a method of reforming the national crisis management systems.
