The purpose of this paper is to set the directions of the Donghak Peasant Revolution memorial project and to propose strategies to differentiate the Muan area from other areas. This study summarized the process of the Donghak Peasant Revolution and related historical sites. It also derived implications from memorial cases of other areas. Next it proposed the direction of a memorial project to reflect the peculiarities of the Donghak Peasant Revolution in the Muan area and its activation strategies. Four main activation strategies for memorial projects available in the Muan area are introduced here. First, it is necessary to envisage a ‘roofless memorial’ through the restoration of historical sites related to the Donghak Peasant Revolution in the Muan area or the reinterpretation of related sites. Further, it is necessary to apply an artistic vision to these spaces so history can be met through ‘emotional experience’. Second, it is necessary to establish a strategy of storytelling. This includes the making of symbolic images that connect the shapes of the route to historical sites with the peasant army’s story, This is the preparation for community-based storytelling about Donghak, and the organization of programs to restore the honors of the ‘Unknown peasant soldiers’. Third, it is necessary to promote resident-led activities to inherit the Donghak spirit such as the nurture of ‘Storytelling about Donghak’. Fourth, it is necessary to extend the scope of this memorial project through connection with the neighboring Hampyeong and Naju centered on the ‘Gomakpo battle area’.

본고는 무안동학농민혁명의 기념사업이 다른 지역과 차별화될 수 있는 전략을 제안하는 데 목적이 있다. 먼저 무안동학농민혁명의 전개과정 및 유적지 현황을 정리하였으며, 타 지역의 사례를 통해 시사점을 도출했다. 이어 기념사업의 방향을 ‘나의 일상으로서의역사’로 설정하고, 활성화 전략 4가지를 제안하였다. 첫째, 거대한 기념관이나 기념공원을 조성하기보다는 동학혁명과 관련된 장소들을 재의미화 함으로써 ‘지붕 없는 기념관’ 을 상상해야 하며, ‘감성적 경험’을 위해 예술적 시각을 도입할 필요가 있다. 둘째, 유적지 루트의 형상과 농민군들의 스토리를 연계한 상징이미지 제작, 마을 기반의 동학스토리텔링, ‘이름 없는 농민군’들의 명예복권을 위한 프로그램 등을 도입한다. 셋째, 동학자료 축적을 위한 활동은 물론 ‘동학스토리텔러’의 양성 등 주민주도적 정신계승 활동이필요하다. 넷째, ‘고막포전투지구’를 중심으로, 인근의 함평, 나주 등과 연계를 통해 기념사업의 범위를 넓혀야 할 필요가 있다.
