This study is applied with Grounded Theory approach to the female inmates’ experiences of the open treatment, especially work release programs about impact on the perception and attitudes of female inmates, the problem and improvements of that programs. The result showed that the programs meant the signals of impending parole, and the realization of reentry within society to the female inmates. Female inmates’ expectation of paroles worked as a causal condition to the central phenomenon of the programs. The interactions of those conditions aroused the change of their perception and attitudes. And their experiences were interpreted to effect the facilitation of compliances in imprisonment of female inmates. Finally Open treatment, involved with work release programs, can be used as a institutional channel for the reentry or resocialization of the female inmates. Also, The treatment wish to be improved in that the opportunity of those programs will be increased to the more female inmates, under long term imprisonment.

본 연구는 교정시설에서 여성수용자들이 경험하는 개방처우, 특히 외부통근제도가 갖는 의미와 필요성, 그들의 인식과 태도에 미친 영향, 수용생활에 미친 영향, 특히 궁극적으로 사회복귀 의지에 미친 영향, 그리고 운영상의 한계점과 개선방향 등을 체계적으로 분석하기 위하여 근거이론 접근법을 적용하였다. 근거이론 분석결과에 따르면, 여성수용자의 외부통근 경험이 갖는 의미는 ‘가석방에 대한 기대’의 임박이며, 곧 ‘사회복귀에 대한 열망과 의지’가 실현될 희망이었다. 외부통근의 중심현상에 영향을 미치는 인과적 조건으로는 ‘가석방에 대한 기대’와 매우 높은 연계성이 있음이 밝혀졌으며, 이들의 상호작용을 통해 여성수용자들은 미래를 준비하고 설계하는 방향으로 태도변화가 일어났다. 그리고 이러한 경험은 수용생활에서의 모범성을 촉진하는 영향을 미치는 것으로 파악되었다. 결국 개방처우가 사회복귀 및 재사회화를 위한 중요한 제도적 통로로 활용될 수 있음을 보여주었다. 다만 외부통근의 기회가 장기수용 중인 여성수용자에게 폭넓게 확대되는 방향에로의 제도개선 요구가 제시되었다.
