This paper is designed to study dilemmas of part-time instructors (PTIs) according to the policies of Korean Minister of Education with focused on three national universities in Seoul metropolitan city. These days, PTIs suffer from the dilemma situation between their safeguards of status and suspension from university prior to enforcement of so-called “PTIs law and regulation” of Korean Minister of Education. General education college, in this situation, depends largely on PTIs because of both wide range of subjects and insufficient full-time faculties. Nevertheless Korean Minister of Education has made some policies PTIs against general education college. It concerns that the policies will cause negative side effects. The result of this paper, concerning these, shows that the policies of Korean Minister of Education relating to PTIs may be improper for both general education college and part-time instructors. The policies can create new problems that insufficient number of courses/subjects will be offered to students in general education college. Further all the universities, under this situation, have been swayed by national assessments of quality of general education curricular that are connected with financial support of government. It indicates that there are some misalignments between realities of universities and policies of Korean Minister of Education. Therefore we need to recognize both limitations of existing policies relating to both PTIs and universities. It is desirable that we search for a new kind of safeguards of status of PTIs and comprehensively of the status, rights and privileges of most PTIs so as to gradually reform continuing problems concerning them. Also various guidelines may be needed to assist universities including general education colleges in setting appropriate standards for the treatment of general education PTIs in terms of their salary and of security of employment.

이 논문에서는 서울 소재 3개 국립대 자료를 중심으로 교육부 정책에 따른 시간강사의 딜레마를 연구하였다. 오늘날 시간강사는 소위 ‘강사법’의 시행에 앞서 대학에서의 권리신장과 강의기회 박탈 사이의 딜레마에 처해 있다. 다양한 교양교과목들의 시간강사 의존도가 높은 교양교육을 비롯하여 대학도 어려움에 처해 있는 것은 마찬가지이다. 그래서 이 연구에서는 교육부의 강사 정책이 야기하는 결과를 교육부 정책과 국립대 현황을 통하여 분석하였다. 본 연구의 결과, 교육부의 시간강사 관련 정책은 시간강사와 대학 모두에게 새로운 문제를 야기할 수 있다. 대학(교양)교육의 다양성과 대학재정의 어려움을 고려할 때 교육부의 강사 정책은 긍정적인 결과 이외에 부정적인 결과도 야기할 수 있다. 교육부의 각종 대학평가에서 교양교육에서의 전임교원 강의 비율이 평가되는 것도 부정적인 영향을 미칠 수 있다. 따라서 시간강사 정책의 강행이 여러 측면에서 한계가 있음을 이해할 필요가 있다. 이를 보완할 수 있도록 현존하는 문제들을 점진적으로 개선해나가는 가운데, 다수 시간강사의 신분보장과 권리보호를 위한 보다 발전된 방안을 모색하는 것이 바람직하다. 또한 시간강사의 보수와 고용 안정의 관점에서 다양한 대학 (교양)교육의 적절한 기준이 마련되고 대학의 (교양)교육을 지원하는 것이 필요하다.
