This research aims to find the active way to contribute North Korean refugees early settlement in a community on the field of law, medical, employment, education. Also, know about the actual situation and problem of the security cooperation commission that is supporting activities actually Local police security Cooperation Committee Currently, despite the multifaceted support policies that government as well as local governments, police and Hana center try to help in order to adapt North Korean refugees to Korean society. the reality it is still experiencing difficulties in adapting to Korea. In order to provide practical help about various difficulties when settling down progress, we focused on how to operate Security Cooperation Committee which is Police cooperation organization, more to the direction of improvement. Activation Plan based on the operating Analysis of Security Cooperation Committee are these: First, we needs to induce citizen participation which fits into . Second, we have to strengthen its advice which follow to the contribution method. Third, we need to continuous support to Law, Medical. Employment, Education. Forth, It is required to establish a law to support the Security Cooperative Committee and improve the specialty of the subcommittee. Finally, we have done policy proposal.

본 연구는 북한이탈주민이 지역사회에 조기 정착에 기여할 수 있도록 법률, 의료, 취업, 교육 등의 분야에서 실질적으로 지원활동을 하는 민간차원의 경찰협력단체인 지역경찰서 보안협력위원회의 운영 실태와 문제점을 알아보고 활성화 방안을 모색하는데 그 목적을 두고 있다. 현재 북한이탈주민의 정착지원을 위해 정부차원뿐만 아니라 지방자치단체와 지역경찰서, 하나센터 등 다각적인 지원정책에도 불구하고 한국사회에 적응하는 데 여전히 어려움을 겪고 있는 것이 현실이다. 정착과정에서 겪는 여러 가지 어려움에 대해 실질적인 도움을 주기 위해 지역경찰서별로 운영하고 있는 경찰협력단체인 보안협력위원회를 어떻게 하면 더 발전된 방향으로 운영할 수 있을까 하는 점에 연구의 주안점을 두었다. 보안협력위원회의 운영실태 분석을 토대로 활성화 방안은 다음과 같다. 첫째, 활동목적별 분류에서 경찰목적에 맞는 주민참여를 유도해 나가야 한다. 둘째, 기여방법에 따른 자문․조언기능을 강화해 나가야 한다. 셋째, 지속적인 법률․의료․취업․교육지원을 해 나가야 한다. 넷째, 보안협력위원회를 지원할 법 제정과 분과위원회 전문성을 제고시켜 나가야 하며, 끝으로 정책제언을 하였다.
