In China, the high governing law Yullyeong, which had been through continual advancement since the Qin and Han Dynasty was completed by the Sui and Tang Dynasty. This law gave great influence to Japan and Silla. The special feature of the system of Tang is that it is clearly separated into three ministries - Jungseoseong(中書省) which drafts the documents, Munhaseong(門下省) which reviews the documents, and Sangsaseong(尙書省) which puts the documents into effect, as the system referred to as ‘three ministries’ symbolizes. Since this kind of separation exists, there is also a clear division between the tasks carried out by each government officials of each of the ministries. Japan is different from Tang in the respect that its systematic structure is composed of eight ministries under the Taejeonggwan(太政官). This is because through taking into account the will of emperor of Japan, the Jungmuseong(中務省) which drafts the documents, is seperately established, This Jungmuseong may seem in theory to be categorized as Jungseoseong of Tang, but in fact it is different from it. This is because while Jungseoseong is the office for the prime minister of Tang, Jungmuseong is a step higher in authority compared to the other seven ministries but is yet still one of the eight government ministries. Therefore, it was shown that Taejeonggwan was involved in all the processes apart from the drafting of documents - such as the revision and enforcement of documents. The special feature of the contents of Kim Bu’s office warrant of the early Goryeo Dynasty is that it belongs to chinese chaeksu(冊授) in a meaning aspect, but belongs to chinese chiksu(勅授) in a formal aspect. Even the foundation of documents was not separated into three offices as in the case of Tang or Japan but a single person who has been appointed as Naeuiryung(內議令) of Naeuiseong(內議省) additionally served as Chonghanlim(摠翰林) and prepared it. It was shown that the revision of documents was carried out by the work of the single person who is the Sijung(侍中), the minister of Gwangpyeongseong(廣評省). It was revealed that the ministers and vice ministers of the center main offices such as Gwangpyeongseong(廣評省), Naebongseong(內奉省), Gunbu(軍部), and Byungbu(兵部) participated in the enforcement of documents. While going through the eighth and ninth century, a change of document occurred in Japan - from Yangrogongsignyeong(養老公式令) Chiksuwigisik(勅授位記式) to Owiisangwigisik(五位已上位記式). This was internally the alteration of Eullyeong system represented by the constitution of Yeongwegwan(令外官), and externally a change in ruling system taking into account the weakening of international influence of Tang. It is seen that the ruling system of that time was reflected in the proclamation of approximately 20 articles of Gongsignyeong(公式令) in the 6th year(805) of Aejang of Silla. However unfortunately, there are currently no appointment documents of Silla Dynasty left. The Gongsignyeong(公式令) of late Silla can be speculated by tracing back to material of early Goryou, Kim Bu's office warrant(金傅告身). That is, that Kim Bu's office warrant is shown to have been a ruling system carried out as a result of agreement among high offices in contrast to the Three Ministries-Six Departments system of Tang or Two Offices-Eight Ministries system of Japan.

중국은 수당(隋唐)에 와서 진한(秦漢)이래 계속해서 발전해 온 고도의 통치법인 율령(律令)을 완성하였다. 이 율령은 곧 일본(日本)과 신라(新羅)에게 많은 영향을 주었다. 당은 3성(三省)이라는 제도가 상징하듯이 문서를 기초하는 중서성(中書省), 문서를 심의하는 문하성(門下省), 문서를 시행하는 상서성(尙書省)으로 분명하게 분립되어 있는 것이 특징이다. 분립되었기 때문에 각각의 관부에서 각각의 관원들이 하는 임무도 명확하게 구분되어 있었다. 일본은 태정관(太政官) 아래 8성(省)을 둔 구조이기 때문에 당과는 다르다. 천황(天皇)의 의지를 받아 문서를 기초하는 역할은 중무성(中務省)이 담당하고 있기 때문이다. 이 중무성은 이론적으로는 당의 중서성에 해당되는 것 같지만 실제로는 다르다. 당의 중서성은 재상의 관부이지만 중무성(正4位上)은 다른 7성(正4位下)보다 한 단계 위계가 높지만, 여전히 8성의 하나이기 때문이다. 따라서 문서의 기초를 제외한 문서의 심의나 시행에 있어 모두 태정관이 관여하는 것으로 드러났다. 고려초 김부고신(金傅告身)은 문서의 내용은 책수(冊授)이지만 문서의 양식은 당의 칙수고신(勅授告身)이라는 점이 특징이다. 문서의 기초도 당이나 일본처럼 3관이 분화된 것이 아니라, 내의성(內議省)의 장관인 내의령(內議令) 1인이 총한림(摠翰林)을 겸대하고 작성하였다. 문서의 심의는 광평성(廣評省)의 장관인 시중(侍中) 1인이 수행하는 것으로 나타났다. 문서의 시행은 당시 중앙의 주요 관부인 광평성(廣評省), 내봉성(內奉省), 군부(軍部), 병부(兵部)의 장관과 차관들이 참여하는 것으로 드러났다. 8세기에서 9세기를 거치면서 일본에서는 양로공식령(養老公式令) 칙수위기식(勅授位記式)에서 오위이상위기식(五位已上位記式)으로 문서의 변화가 발생하였다. 이는 당시 내적으로는 영외관(令外官)의 설치로 대변되는 율령제도의 변질, 외적으로는 당의 국제적인 영향력의 약화를 반영한 통치 시스템의 변화였다. 신라는 애장왕(哀莊王) 6년(805)에 공식령(公式令) 20여 조의 반포를 통하여 당시 통치 시스템을 반영하였다고 보인다. 그러나 아쉽게도 현재 신라시대의 임명문서는 남아 있지 않다. 신라말의 공식령은 고려초 김부고신을 통하여 그 양식을 소급하여 추측할 수 있다. 곧, 당의 3성 6부제나 일본의 2관 8성제와는 달리 김부고신은 상위 관부의 합의를 통한 통치 시스템을 보여주고 있는 것이다.
