This is a research thesis on military correctional facilities where military prisoners in active service are imprisoned, a research which has been carried out with an intention to correct popular misconceptions on the subject and to provide an opportunity to look at military correctional facilities in a new perspective. Admittedly, in the past, there have been negative images on military correctional facilities as a closed place where human rights of the inmates were blatantly abused due to lack of adequate surveillance. However, in a response to the changing trend, military correctional facilities are also undergoing a series of changes and improvements are being made on an on-going basis. In a new era in which human rights are respected and social welfare is emphasized, a paradigm change for improvement is occurring in correctional facilities. Therefore, a new era has finally arrived where correctional welfare service is being emphasized in correctional treatment of inmates in military correctional facilities as well. The concept that emphasizes the welfare aspect of the correctional treatment is correctional welfare service, which includes all things connected to the welfare that a prisoner can actually feel. As is well known, existing studies on correctional welfare service are mostly comparative studies that compare welfare service of ordinary correctional facilities with that of military correctional facilities. However, there is a distinct difference in the status and age distribution of inmates between ordinary correctional facilities and military correctional facilities. In operation method of correctional facilities as well, the difference is quite noticeable between the two correctional facilities. Accordingly, in this research, we have compared the difference between military correctional facilities of Korea and military correctional facilities of foreign countries which share more similar characteristics, discovered main issues, and identified problems before presenting an improvement plan for consideration.

본 논문은 군적(軍籍)을 가진 수용자가 수감되어진 군 교정시설에 관하여 연구한 논문으로서 군 교정시설의 교정복지서비스와 외국 군 교정시설의 교정복지서비스를 비교연구 함으로서 우리 군 교정복지서비스를 개선함을 목적으로 연구를 진행하였다. 과거 군 교정시설은 폐쇄적인 장소에서의 감시의 부재와 인권탄압으로 부정적인 인식이 존재해 왔다고 볼 수 있다. 하지만 새로운 시대의 물결에 따라 군 교정시설도 변화를 시도하고 있고 끊임없이 발전하고 있는 중이다. 인권이 존중되고 복지가 강조되어지는 현 시대에 교정시설에서도 새로운 패러다임의 변화가 일어나고 있다. 따라서 군 교정시설에서 수용자의 교정처우 중 교정복지서비스가 강조되는 시대가 왔다고 볼 수 있다. 이 교정처우에 복지적인 측면이 강조되어 진 개념이 교정복지서비스이며 이 교정복지서비스는 해당 수용자가 체감할 수 있는 복지적인 모든 것을 포함한다고 볼 수 있다. 교정복지서비스에 관한 기존연구들은 일반 교정시설과 군 교정시설의 복지서비스를 비교하는 연구가 주를 이루었다. 하지만 수용자의 신분과 수용인원의 연령대의 분포가 일반 교정시설과 군 교정시설이 엄연히 다르고 교정기관의 운영방식에도 두 기관간의 차이가 상당하다. 그러므로 본 연구에서는 서로 성격이 비슷한 우리 군 교정시설과 외국 군 교정시설을 비교 · 연구하여 주안점을 찾고 문제를 도출하여 개선방안을 제시하였다.
