This paper was written to shed a light on South Korea's nuclear defense portfolio under the circumstance that North Korea succeeded to make its nuclear weapons small and light enough to be delivered by missiles and started to diversify and increase the number of its nuclear weapons. For this purpose, it reviewed various defensive measures against nuclear threats in human history, assessed the magnitude of the North Korean nuclear threat and examined the relevance of current defensive measures of South Korea. This paper found that South Korea's defensive measures such as diplomatic solutions for the denuclearization of North Korea, dependence on the U.S. extended deterrence, preemptive strike and ballistic missile defense were not sufficient to effectively deal with the current level of North Korean nuclear threat. South Korea may need to add a nuclear civil defense for the worst case scenario and a preventive strike as a last resort to its current nuclear defense portfolio. South Korean people should clearly recognize the reality that it could become helpless if it remained complacent with current defensive portfolio. South Korea should try to include its civil defense by including nuclear explosion situations and seriously consider a preventive strike before North Korea succeed to build-up too many nuclear weapons.

본 논문은 북한이 핵무기의 소형화․경량화에 이어서 다종화․다수화를 추진하고 있는 상황에서 지금까지 한국이 대비하고 있는 방법들의 조합, 즉 대응 포트폴리오가 미흡할 것이라는 문제의식 하에서 작성되었다. 이에 따라 지금까지 적용되어온 핵위협 대응에 대한 대응방법들을 검토하고, 북한의 핵무기 위협이 어느 정도로 진전되었는지를 평가하였으며, 그에 대한 한국의 현 대응방안들의 실태를 점검하였다. 본 논문의 분석 결과, 한국이 지금까지 추진하고 있는 외교적 노력, 미국의 확장억제, 선제타격, 탄도미사일 방어로는 다종화․다수화되고 있는 북한의 핵위협에 효과적으로 대응하기 어렵다는 평가를 내렸고, 이제는 핵민방위와 같은 최후의 방법이나 예방타격과 같은 위험한 방안도 추가하여 더욱 다양한 대응 포트폴리오를 구성해야 한다고 제시하였다. 이제 한국은 자칫 잘못할 경우 북한이 핵무기 사용으로 위협할 경우 아무런 조치도 강구할 수 없는 속수무책의 상황에 빠질 수 있다는 인식하에, 북한의 핵무기가 한반도에서 폭발하는 상황까지도 각오하여 민방위 조치와 훈련의 비중을 증대시켜 나가야한다. 또한 통제불가능한 상태로 북한이 핵무기를 증강하기 이전에 북한의 핵무기 위협을 원천적으로 제거해버리는 예방타격의 장단점에 대해서도 심각하게 논의할 필요가 있다.
