The various informatization work is accompanied in current. Because current Creation-Government is concerned greatly about Ocean-Fisheries part that is an infinite value as a future growth engines in our country. However, business processes and user requirements are not well reflected in information systems with fisheries for construction work. Therefore, many issues on reliability tend to occur in information systems with fisheries for construction work as system completeness has not been achieved and user requirements have not been identified. Therefore, this paper suggests a domain matrix to help address the inadequacies in systematization and the lack of user requirements in order to construct an information systems with fisheries. This paper also suggests a design method for process and requirement after draws entity using domain matrix. Therefore, we aim to determine how to prioritize business processes and user requirements to the extent that an information system can be satisfactorily constructed using the suggestions in this paper.

해양수산분야는 우리나라의 미래 성장동력으로써 무한한 가치가 있는 분야로 현 창조정부에서 많은 관심을 가지고있어 현재 다양한 정보화 사업이 수행되고 있다. 그러나, 기존 수산관련 정보시스템 구축 사업 수행 시 비즈니스 프로세스 및 사용자 요구사항의 반영이 체계적으로 이루어지지 않고 있다. 이로 인해 완료된 정보시스템에 대한 시스템 완성도 미흡 및 사용자 요구사항의 만족도가 저하되어, 수산관련 정보시스템 구축 사업 신뢰도에 많은 문제가 제기된다. 따라서, 수산자원 정보시스템 구축 시 프로세스 체계화 미흡 및 사용자 요구사항의 만족도 저하 문제를 해결하기 위해, 본 논문은 도메인 매트릭스를 제안하고, 이를 이용하여 엔티티를 도출하여 프로세스 및 요구사항 설계기법을 제시한다. 본 논문의 제안 기법을 활용하여 정보시스템을 구축한 결과, 비즈니스 프로세스 및 사용자 요구사항에 대한 우선순위 결정에 도움이 되었다.
