This paper aims to derive major policy issues regarding political party-nomination system for local election candidates, using network text analysis of open-type questionnaires collected from local councillors who are in office, and to put forward policy alternatives to tackle them. The analysis results show that there are diverse problems in the political party nomination process for local election candidates. One of the most serious problems is that the system is closely related to bribe and corruption which occur in the nomination process. Another problem to be noted here is that the system has brought about the master and servant relationships between parliamentarian and local politician. In recent times in particular, these problems have attracted attention from academics and NGO members, and they also have been major concerns in the field of local autonomy. The conclusion of the paper is that current political party-nomination system for local election candidates should be replaced with other nomination system such as political party advocacy system.

본 연구는 지방선거에서 정당공천제가 가지고 있는 문제점을 네트워크 텍스트 분석방법을 활용하여 도출하고, 정당공천제 문제를 해결할 수 있는 대안방향을 제시해 보는데 목적이 있다. 이를 위해서 지방의원들에게 개방형 설문지를 제시하였으며, 자유기술형으로 작성하도록 하였다. 본 연구 결과, 지방선거에서의 정당공천 문제는 크게 4가지의 문제유형으로 구분되는 것을 볼 수 있다. 첫 번째 유형은 뒷돈거래, 금품수수, 공천탈락으로 특징화 되는 문제유형이다. 둘째는 정치과정에서 돈과 공천의 연결 유형이며, 셋째는 전략공천, 지지율, 공천지시 문제유형이고, 마지막으로 넷째는 경선과정, 헌금,부당한 참여와 관련된 문제유형이다. 이들은 모두 지역구 국회의원 관계측면과 소속정당 관계 측면 및 단체장/지방의원 역할측면과 관계된 것이다. 한편, 선거과정으로 볼 때는 공천신청과정과 후보경선과정 그리고 당선이후과정으로 구분되어 발생하는 각종 폐해사례라고 할 수 있다. 이러한 문제를 해결하는 데에는 다양한 유형의 대안이 있을 수 있으나, 본 연구에선 정당표방제를 채택하되, 정당공천제는 폐지하는 것이 타당하다는 방안을 제시하였다.
