This study is an attempt to strengthen the roles of Metropolitan and Provincial Offices of Education on the selection of the excellent school in the school curriculum fields. For this end, First, It discusses the public education and the excellent school in the school curriculum. The responsibility for public education has a both the Ministry of Education and Metropolitan and Provincial Offices of Education. Second, It discusses the related process of selection, a trend of applying to Ministry of Education, and selection index. The roles of Metropolitan and Provincial Offices of Education are the excellent curriculum school recommendation through initial screening for excellent school in school curriculum, and the materialization of selecting indicators that are appropriate to local realities. Third it discusses the plan to strengthen the roles of Metropolitan and Provincial Offices of Education. There are three subjects: the purpose of selection, selection process, and selection index. Metropolitan and Provincial Offices of Education efforts should be made to improve the quality of curriculum and reliability of public education. Also, the screening process and the composition of the evaluation group must be carried out justly. Additionally, the advice and guidance for the democratic operation of school curriculum and in-service education for teachers are required.

이 연구는 국가적 차원에서 실시하는 교육과정 우수학교의 선정에서 교육청의 역할을 강화하기 위한 방안을 모색한 연구이다. 이 목적을 위해 우선 공교육과 교육과정 우수학교에 대해 논의하였다. 공교육은 국가뿐만 아니라, 교육청도 책무성을 지니고 있음을 확인하고, 우수학교 선정에서 주도적 역할을 담당하여야 함을 논하였다. 다음으로 교육과정 우수학교 선정에서 교육청이 관여하는 현황에 대해 살펴보았다. 마지막으로 교육과정 우수학교에서 교육청의 역할을 강화하는 방안을 논의하였다. 논의 결과 교육과정 우수학교의 선정 목적은 교육과정의 질적 향상과 공교육에 대한 신뢰를 제고하는데 있으므로, 교육청도 이에 대한 역할을 동시에 수행하여야 하였다. 다음으로 교육과정 우수학교 선정과정에서 교육청이 일차적인 역할을 수행하기 때문에 평가단의 구성과 심사과정에서 보다 적극성을 띠어야 했다. 그리고 교육청은 국가와 학교간의 가교 역할을 제대로 담당할 필요가 있었다. 마지막으로 교육청은 국가에서 제공하는 교육과정 우수학교 선정 지표를 보다 구체화하는 역할을 수행하고, 학교특색을 살리기 위해 단위학교의 민주적 교육과정 운영체제를 확립하도록 지도․조언하는 역할을 강화할 필요가 있었다.
