This study examines regional disparities in Korea based a new development paradigm, and seeks for the development strategies that are mutually beneficial to both cental and regional government from the metropolitan reregulation area(su-do-kwon). Theoretical background is a constitutional law, market failure, governmental failure, political–economic of government regulation, parliamentary-political process, John Rawls Justice, preceding research analysis. As the results of analyses, regional disparity issues should be discussed from perspective of not just efficiency of market, but equity that the region can move forward. Especially, GRDP, the actual economic statue, such as income, expence, or financial independence rate of local governments as the most representative indicator of regional disparity, are found to Seoul metropolitan area(su-do-kwon) vs. other regions. To fulfill the mutually beneficial development to resolve regional disparities, Cental government needs to take a role to manage the joint policy implementation process. Cental government has bring up the common issues, create network among the appropriate stakeholders, and establish fair rules that works for the joint policy implementation.

박근혜정부는 규제개혁, 특히 수도권 규제완화를 최우선 국정 과제로 추진하고 있는 가운데. 각 지방정부의 조직체인 지역균형발전협의체는 강력하게 반발하고 있다. 본 연구는 수도권 규제완화에 따른 중앙-지방의 상생전략을 모색하는 데 있어서 , 헌법적 배경, 시장의 실패, 정부의 실패, 규제의 정치경제학, 의회의 정치과정론, 롤스의 정의론, 규제연구의 추세, 지역균형발전의 선행연구 등의 배경 하에 분석모형을 정립하였다. 수도권의 비대칭적인 집적과 과밀화 현상을 살펴보고, 수도권 규제의 본래의 의의와 관련법규를 살펴보았다. 또한 각 지방연구원이 수도권 규제완화에 따른 비수도권의 경제적 영향을 살펴보았다. 규제의 문제는 효율의 문제보다는 결과의 평등 내지는 정의의 시각으로 대안을 모색하여야 한다는 분석결과이다. 이러한 분석에 근거하여 중앙-지방의 상생전략을 제시하였다.
