This study suggested three study topics to evaluate the festivals held in the special region to suggest improvement measures to hold more efficient and effective festivals. First, it classified the types of festivals and decided the evaluation factors to seek ways to downsize the festivals in terms of frequency and cost. Festivals were classified into four types based on the programs: cultural resources, specialties, performances/exhibitions, civil unity and social weak. The evaluation factors of festivals were classified into programs (professionalism/ differentiation of planning, excellence of programs), operation (excellence of overall operation/management, suitability of budget), and performance (suitability of subsidies, suitability with locality, overall satisfaction, contribution to local development, and sustainable support) to derive a total of nine factors that were evaluated by applying different weights to each dimension. For the resources, the opinion leaders in Andong region were surveyed to evaluate 63 festivals held during the past year. The results of evaluation were classified into five steps to check the types of festivals and the difference in the averages of results for each type of festivals. As a result of analysis, the festivals related to culture were on top, while the evaluation results of festivals on civil unity were the lowest with very high frequency. This study referred to these findings to make a few suggestions for successful festivals of local governments.

본 연구는 특정지역에서 개최되는 축제ㆍ행사를 평가하여 보다 효율적이고 효과적인 축제ㆍ행사를 개최하기 위한 개선방안을 제시하기 위해 세 개의 연구과제를 제시하였다. 우선 축제ㆍ행사 유형의 구분과 평가요인을 결정한 후, 개최 건수 및 비용적 측면에서 축제ㆍ행사의 다운사이징(downsizing)을 모색하는 것이다. 축제ㆍ행사는 프로그램의 특성을 기준으로 문화자원관련, 특산물관련, 공연/전시관련, 주민화합과 사회적 약자관련 등 네 가지 유형으로 분류하였다. 그리고 축제ㆍ행사의 평가요인은 프로그램차원(기획의 전문성/차별성, 프로그램의 우수성), 운영적차원(전반적 운영/관리의 우수성, 예산의 적절성), 성과적 차원(보조금 집행의 적절성, 지역특성과의 적합성, 전반적인 만족도, 지역발전의 기여도 그리고 지속적인 지원 가능성)으로 구분하여, 총 9가지 평가요인을 도출하였으며, 각 차원별 가중치를 다르게 적용하여 평가하였다. 자료는 안동지역의 지역민들을 대상으로 지난 1년 동안 개최된 63개의 축제ㆍ행사에 대한 설문조사를 통해 평가하도록 하였다. 축제ㆍ행사 평가결과를 다섯 단계로 구분하여 축제ㆍ행사 유형을 확인하는 것뿐 아니라 축제ㆍ행사 유형별 평가결과의 평균차이를 확인하였다. 분석 결과, 문화관련 축제ㆍ행사가 상위권으로 평가되었으며, 주민화합관련 축제ㆍ행사의 평가결과가 가장낮을뿐만 아니라 개최건수도 매우 높게 나타났다. 본 연구에서는 이러한 결과를 바탕으로 향후성공적인 지방자치단체의 축제ㆍ행사 관리를 위해 몇 가지의 제언을 하였다.
