Recently, Political arena try to find a solution to problems of the present political situation that the Korean Assembly cannot fulfil it’s function through new electoral system. By a member of a nation observing operation process of the assembly for long, Ruling and Opposition Parties leads to collapse because of sticking to one’s opinion. Another, when the member of the assembly deliberate budget, the member of the assembly don’t consider the fiscal soundness of national budget and wholly try to allocate one’s local constituencies as if a development of one’s constituencies is the national development. Therefore, I mistake the member of assembly for the member of local assembly. Also one of evil practices in our political arena is getting elected the nearly all candidate of specific party in specific area. Another, one of principal function of the assembly is the proposal, deliberation and resolution of bills. When observing deliberation of bills, the members of assembly often role paly a yesman following their party’s line, not role play expert in stand of benefit of the whole nation. Therefore, this paper try to find a solution to problems of the present political situation and I try to fulfil it’s function through new electoral system. In order to solve abovementioned problems, first, I give careful consideration to suitable electoral systems to secure the representation for the whole nation by considering a single-member constituency, a medium constituency and a proposal representation constituency. Second, even if it had been selected the electoral system that is secured the representation of the whole nation by the members of the national assembly, in case the members of the national assembly through the election faithful to constitutional ideas that must to held an vote-result-value equal election, lack in proper ability, we cannot prevent evil practices that abovementioned described. Therefore, we have to elected the members of the national assembly that role properly play the nature function of the national assembly that do a proposal, a deliberation and a resolution of bills. So I want to refer the process election that people can evaluate candidate’s quality that can properly doing function of the assembly.

최근에 정치권은 제기능을 발휘하지 못하는 국회의 현 정치상황을 타개하기 위하여 의원정수 조정과 새로운 선거제도를 모색하고 있다. 국민의 한사람으로서 오랫동안 국회의 운영과정을 지켜본 바에 의하면, 여・야간의 주장을 굽히지 않아 합의를 이루지 못하고 파행으로 치닫는 경우가 태반이다. 그리고 국회가 예산심의를 할 때 보면 국가의 재정건전성은 전혀 고려하지 않고 모든 국회의원들이 오로지 자신의 지역구에 배정하려고 안간힘을 쓴다. 마치 자신의 지역구 발전이 국가의 발전이라고 착각할 정도여서 지방의원이 국회에 앉아 심의를 하고 있지는 않은가 할 정도이다. 그리고 우리나라의 정치영역에서 특유한 병폐 중의 하나는 특정지역에서 특정정당후보자가 모두 당선되는 것이다. 또한 국회의 주된 기능의 하나가 법안발의・심의・의결인데, 법안심의과정을 보면 의원이 국민전체의 이익을 위한 견지에서 전문가로서의 기능을 발휘하지 못하고 당론에 따른 거수기역할에 충실한 경우가 많다. 따라서 본 논문은 이러한 일련의 상황들을 타개하고 우리 국회가 제기능을 하기 위해서 첫째, 어떠한 선거제도가 국민전체의 대표성을 확보하는 데 적합한가하는 문제를 고찰하고 해결책을 찾아보고자 한다. 둘째, 국회의원의 전국민의 대표성을 확보할 수 있는 선거제도를 채택하여 헌법이념에 충실한 투표결과가치의 평등이 이루어진 선거를 통해서 선출된 의원들의 자질이 부족하면 위에서 언급한 병폐를 방지할 수 없다. 따라서 국회가 입법안 발의・심의・의결 및 예산안 심의 등 제기능을 할 수 있는 자질을 갖춘 의원이 선출되어야 한다. 그러므로 국민이 바람직한 자질을 갖춘 의원을 선출하기 위해서는 국민들이 선거입후보자를 제대로 평가할 수 있는 선거과정을 언급하고자 한다.
