Current government introduced regional settlement area policy as a new regional development policy in order to implement the national happiness. This study takes satisfaction survey for the connective cooperation projects in regional settlement ares, and analyzes the effects of principle factors in the planning, execution, and outcome phase on the satisfaction by projects. In order to analyze the results of survey from municipal officer in charge of regional settlement area projects, binary logit model is applied to estimate marginal effects. As a results of empirical analysis, joint utilization of resource, joint use of relevant facilities in planning phase, adjustment for the conflict causation, strengthen function of regional settlement consultative group in execution phase, excavation of following project in outcome phase are suggested as main components for enhancing satisfaction of regional settlement area by projects. Therefore, prospective effective components of planning, execution, and outcome phases should be considered in order to manage regional settlement area project more efficiently.

현 정부는 국민행복시대를 구현하기 위하여 새로운 지역발전정책으로서 지역생활권정책을 도입하였으며, 정책의 핵심은 자치단체간 연계협력사업을 통한 자족적 생활서비스의 충족에 있다. 이 연구는 지역생활권 연계협력사업별 만족도를 조사하고, 기획, 집행, 성과 단계별 중요도가 사업별 만족도에 미치는 정도를 분석하는데 목적이 있다. 이를 위해 63개 지자체 지역생활권 담당자를 대상으로 실시한 설문조사 결과를 활용하여 만족도에 미치는 중요도의 한계효과를 이항로짓모형을 활용하여 분석하였다. 분석결과 지역생활권 사업별 만족도에 미치는 기획단계의 주요 요인으로는 자원공동활용, 시설공동이용, 집행단계에서는 갈등유발에 대한 조정, 생활권협의체 기능 강화, 보조금 지원체계 강화, 성과 단계에서는 평가 연계 후속사업 발굴 등이 사업유형과 추진단계별로 각가 제시되었으며, 효율적인 지역생활권 협력사업의 운영을 위해서는 기획, 집행, 성과단계의 영향요인을 고려할 필요가 있다.
