National Competence Standards(NCS) has been introduced under the incumbent government to put an end to the industries' distrust toward the education of a vocational high school, which was actually nowhere near their job requirements, and to build a competence-oriented society, where industry, education, training, and qualification will be all linked together as one system. Its successful settlement in a vocational high school entirely depends on the teachers' clear understanding and various efforts on their own. Against this backdrop, this study, based on the demand survey, objectively surveyed the NCS understanding level of teachers in vocational high schools; analyzed NCS-related training problems; and provided base-line data for proposing NCS training improvements to enhance teachers' understanding with significance. The proposed improvements based on the surveyed problems with NCS teacher training are summed up as follows. First, to boost teachers’ voluntary participation on their high awareness, it was proposed that the accessibility to training information should be increased by a variety of means such as e-mail, SNS, application software as well as official documents. In addition, it was presented that the contents and curriculum fitting classroom should be embedded in the NCS training. Plus, the instructors should be the ones teachers can feel bonding with. Aside from that, the training period should be as suitable as ever, neither too short nor too long. Furthermore, NCS training class style should correspond to the nature and purpose of NCS. Finally, optimal training places should be selected to maximize the efficiency of NCS training, with an elite instructor team paying a visit to each vocational high school nationwide for intensive training, or with provincial high schools or facilities designated as training centers. In short, just like any other teacher training, NCS training needs continuous developments and improvements which focus on a teacher's competence because the key to its settlement in a unit school is no other than a teacher himself or herself.

현 정부는 산업계에서 요구하는 직무수요를 제대로 반영하지 못했던 학교 직업교육에 대한 기업의 불신을 타개하고 일-교육ㆍ훈련-자격 체계가 연계되어 ‘무엇을 할 수 있는지’ 능력이 중시되는 사회를 조성하기 위해 국가직무능력표준(NCS)을 도입하였다. 이것이 특성화고에 안정적으로 정착되기 위해서는 현장에 있는 교원들의 명확한 이해와 각종 노력이 절실하다. 본 연구는 NCS 도입의 출발인 특성화고 내 전문 교과 및 일반 교과 등 전 교사를 대상으로 NCS에 대한 인식 및 이해 정도를 조사하고, NCS의 안정적인 정착을 위해 현재 실시하고 있는 NCS 관련 연수의 문제점을 분석하여 연수를 통해 특성화고 교원의 NCS 인식 및 이해 수준을 상당한 수준까지 제고하기 위한 우선적 개선 방안을 수립하는 데에 기초 자료로 제공하기 위해 특성화고에 재직중인 교원들을 대상으로 요구조사를 실시하였다. 본 연구결과 NCS관련 교원 연수의 문제점을 해결하기 위한 개선방안을 요약하면 다음과 같다. 첫째, NCS에 대한 교원들의 인식 수준을 바탕으로 자발적이고 자율적인 연수 참여를 위해 공문 이외에도 이메일, SNS, 앱 등 다양한 방식으로 연수 정보 접근성을 높여야 한다. 둘째, NCS 관련 연수 내용이 학교 현장에 적용될 수 있는 내용 및 교육과정으로 시급히 편성되어야 한다. 셋째, NCS 관련 연수 대상자 선발에 있어 NCS가 필요하다고 생각하는 교원들의 자발적인 연수 참여가 이어질 수 있는 방안을 고안해야 한다. 넷째, 연수 강사 위촉에 있어 일반 교과 교원의 경우는 공감대 있는 현장 교원 중심으로 구성하고 전문 교과 교원의 경우는 보다 전문성이 있는 연구원이나 장학진을 중심으로 구성하여 연수를 기획할 경우 일반 교과 교원와 전문 교과 교원의 연수를 이원화하여 진행할 필요성이 있다. 다섯째, 연수 수업 방식도 NCS의 목적과 특성에 맞는 방식으로 전환되어야 한다. 여섯째, NCS 핵심요원들을 바탕으로 전국 특성화고에 방문하여 단위학교별로 심층적인 연수를 진행하거나 도교육청마다 권역 내 고등학교나 연수 시설을 지정하는 등 효율적인 연수가 이루어 질 수 있는 장소를 선정하여 연수가 운영되어야 한다.
