This study examines the relationship between various factors and the rate of contracting-out in Korean local governments. This study investigates how environmental (population, total quantity of waste), financial (financial independence, financial independence in municipal waste service), and political (the ratio of winning numbers, ruling party or not) factors influence local governments' contracting-out decision focused on the municipal waste service. The existing literatures argued have shown that variety of factors contributed to increase the rate of contracting-out. However, empirical studies on the determinants of local governments' contracting-out are hardly ever seen in Korea. Using the data in 2007, the results reveal that financial independence plays an important role in increasing the rate of contracting-out in city governments and population and a political party of local administrative chiefs have positive and significant impacts on local governments (Gun)' contracting-out decision.

본 연구는 공공서비스 민간위탁 결정에 영향을 미치는 요인을 실증적으로 검증하는 것을 주목적으로 한다. 구체적으로 본 연구는 환경적 요인, 재정적 요인, 정치적 요인이 지방정부의 쓰레기 수거‧운반‧처 리서비스의 민간위탁 결정에 어떠한 영향을 주는지를 분석하였다. 자치단체의 도시 수준을 고려해 시, 군, 구를 개별적으로 분석한 결과, 시의 경우 재정적 요인 중 재정자립도가 주요한 영향요인으로 나타 나 민간위탁 결정에 유의미한 정(+)의 영향을 미치는 것으로 확인되었고, 군의 경우에는 재정적 요인보 다는 환경적 요인인 인구수와 정치적 요인인 자치단체장의 소속정당이 민간위탁 결정에 유의미한 영향 을 미치는 것으로 확인되었다. 이때 인구수는 민간위탁 결정에 긍정적 영향을 미치는 것으로 나타났고, 자치단체장의 소속정당은 여당일수록 민간위탁 비율이 높은 것으로 나타났다.
