This study aims to analyze policy changes of university structural reform and search for potentials to overcome the structural limits by applying the aspect of institutional change at historical new institutionalism. Conclusions are two as follows: Firstly, the university structural reform wasn't free from political changes such as changes at political systems. Secondly, the path of the university structural reform doesn't step forward to the direction where practical autonomy at universities is guaranteed. The point is that a historical turning point is needed, regardless of being caused by coincidence or necessity, to let the universities be as active subjects at the sight of improving the policy to reform the structure of universities. Considering that accumulation of small but significant changes makes some innovative results consequently, it shouldn't be neglected doing some efforts to guarantee substantive autonomy at universities.

본 연구에서는 관련 문헌에 대한 고찰을 통해 우리나라의 대학 구조개혁 정책의 역사를 크게 자유방임기(1945~1960), 제도정비기(1961~1980), 양적팽창기(1981~1993), 교육개혁기(1993~1998), IMF영향기(1998~2008), 신공공관리기(2008~현재)로 구분하고, 역사적 신제도주의 관점에서 제도변화를 설명하는 경로창조, 경로의존, 경로진화의 측면에서 해당 시기에 추진된 대학 구조개혁 정책을 분석하고 재해석하였다. 이를 통하여 도출한 결론은 크게 두 가지로, 하나는 대학 구조개혁 정책이 역사적으로 정치체제의 변동과 같은 정책 외부의 요인으로부터 자유롭지 못하였다는 점이며, 다른 하나는 대학 구조개혁 정책의 경로가 대학의 절차적 자율성을 보장하는 방향까지 발전해왔다는 점이다. 특히 후자의 결론은 바꾸어 말해 대학 구조개혁 정책의 경로가 대학의 실질적 자율성을 보장하는 차원으로 나아가지 못하고 있음을 의미하는 것이기에 시사하는 바가 더욱 크다. 작지만 유의미한 변화가 축적되어 궁극에는 혁신적인 결과로 이어질 수 있다는 역사적 신제도주의의 제도변화 관점을 고려할 때, 정부와 학계는 대학 구조개혁 정책의 경로가 외부적 충격에 의하여 대학의 실질적 자율성을 지향하는 방향으로 급격하게 바뀌기를 수동적으로 기다릴 것이 아니라 위와 같은 변화가 발생할 수 있는 토대를 정책적으로 어떻게 마련할 것인지를 고민할 필요가 있다.
