The aims of this paper is to find out the role of the nation's administrational power in the formation process of smoking culture. Due to the general public's misunderstandings and false believes, tobacco had been widely spreaded by 17c, since first introduced in late 16c. The government power in Chosun Dynasty was so weak at that time that its policy on smoking was passive. But smoking had changed to show the social power and authorities, so that working class were not allowed to smoke in face of the upper class. Eventually, smoking culture in Chosun Dynasty was formed to maintain the social orders for the noble class. In late 18C, since the number of smokers had increased, even smoking in ancestral ritual was allowed by the state power. Meanwhile, the state tried to directly control the smoking of the gentry, but it went beyond to the working class. State controled smoking of the general public more than the upper class. Finally, we could find out that smoking culture in Chosun Dynasty was closely concerned with the policy of the state power.

이 연구는 우리나라 흡연문화의 형성과정에서 국가의 행정권은 어떤 기여를 했는 지 밝히는 것이다. 연구결과, 16c말 처음 우리나라에 도입된 담배는 17c 중반까지 일반대중에게 급속히 확산되었다. 이는 담배에 관한 잘못된 상식과 믿음이 크게 작용하였으며, 국가 는 경제적, 정치적 이유로 담배문제에 소극적이었기 때문이다. 조선기의 금연정책은 국가가 주도하였지만, 국가 공권력은 매우 미약한 상태였으므로 소극적 금연정책으 로 대응하고 있었다. 조선의 엄격한 신분제 구조하에서 흡연행위는 점차 신분상의 권위와 과시를 나타내는 것으로 변화하면서 일반서민들은 양반 앞에서 함부로 흡연 할 수 없도록 엄격히 통제되었다. 이처럼 조선기의 흡연문화는 양반들의 사회질서 유지를 위한 방편으로 형성되어 갔고, 이러한 과정에서 흡연문화를 주도하게 된 양 반들은 이러한 규범을 일반백성에게로 확대함으로써 사회적 흡연규범은 보다 더 구체화되었다. 18세기 후반에는 흡연인구의 증가로 제례에서 조차 흡연이 국가권력에 의해 인정되기에 이른다. 한편, 국가권력은 양반사회의 흡연행위 자체를 문제 삼으며, 직접적으로 관여하여 통제하고자 했다. 그러나 신분제질서의 동요 속에서 국가권력의 양반사회에 대한 적극 개입은 오히려 서민의 일상생활로 확대되어 차별이 더욱 엄격한 흡연문화를 형성하게 된다. 결국 현재 우리의 흡연문화는 국가권력의 개입과 깊이 관련되어 형성되었음을 확인할 수 있다.
