Environmentally sustainable development should be developing that is considering environment, economics of local community. With premising the needs of future generations, sustainable development emphasizes the interaction of the environment and economy, the economy and society, and the society and environment. In local government level, it is important that developing unit policy reflect opinion for the local towns, villages, and residents. Hongcheon-gun is the widest area( 1,818㎢) of administrative districts in country and the population is around 70,000 people. July 1, 2010, the 5th local autonomy system launched, and designed the vision to the city of health, recreation, and leports for local development. To sustainable local development, it is needed that apply ecological rationality, the development planning within capacity of the environment, and from production to consumption that combines environmental management. The local development policy should be departed from policy strategies and goals contained ecological considerations, enhanced the environmental friendly element in policy execution and community development. In accordance with the environmental guidelines, local development policy and the budget execution considering the environmental capacity should be plan - do - check- improve. This paper examined the case of the Hongcheon-gun, was presented to the direction of environmental sustainable development.

환경적으로 지속가능한 발전은 환경성, 경제성을 고려한 가운데 지역사회를 발전 시키는 것이어야 한다. 지속가능한 발전은 미래세대의 욕구를 전제하면서 환경과 경 제, 경제와 사회, 사회와 환경의 상호작용을 강조하고 있다. 지방자치단체 차원에서는 지역과 마을, 마을과 주민이 공감하고 발전할 수 있는 시책들을 적극 발굴하는 것이 중요하다. 홍천군은 전국 기초자치단체 중 가장 넓은 면적(1,818㎢)의 행정구역을 관할하며 인구는 7만 명 내외이다. 2010. 7. 1. 민선 5기 체제 출범과 함께 군정비전을 건강과 휴양, 레포츠의 도시에 두고 지역발전을 설계하고 있다. 지역발전이 지속가능하기 위해서는 생태적 합리성, 환경용량 범위 내에서의 개발, 환경경영을 접목한 생산과 소비가 필요하다. 지역발전정책은 정책전략과 목표가 생 태적인 고려에서 출발해야 하고, 정책집행과 지역개발시책에 환경성을 제고해야 한 다. 환경적 수용력을 고려한 지역개발시책과 예산집행이 환경방침에 따라 계획-집 행-점검-개선되도록 하여야 한다. 본 논문은 지방자치단체인 홍천군의 사례를 검 토해 보고 환경적으로 지속가능한 발전의 방향을 제시하여 보았다.
