Deliberative democracy and voting democracy are unified in sovereignty of the people in nature. They have only the different expressions. Because of each democracy has advantages and shortcomings, any country’s democracy development is impossible to depend only on one pattern and rejecting others. Thus, the Chinese socialism democracy development with its characteristics is also not possible to do so, but should integrate deliberative democracy and voting democracy and keep the balance between the two patterns.

协商民主和票决民主在本质上统一于人民主权，只不过表达形式不同，有着各自的优势与局限，并起着相互补充的作用，任何一个国家的民主政治发展都不可能过于依赖一种民主形式而排斥另一种民主形式。因此，中国民主政治发展也不可能在协商民主与票决民主之间进行“单项选择”，而是要建立协商民主与票决民主整合的二元民主模式，并在它们之间保持适当的平衡与张力。
