The fast growing internet is a critical factor in Chinese political life, which is playing an irreplaceable role in China’s democratic progress and social transformation, thus arousing the central government’s attention. Why should the internet play such a special political role in China? Can it become a “shortcut” to Chinese political democracy, and break through the difficult dilemma of political reform lagging behind economic development in China? These are questions for scholars who care about China’s political future. The internet has not only cultivated and disciplined the netizens’ (internet citizens) democratic consciousness and their ability to participate in and consult about politics, but also has led public opinion through aggregating and promoting people’s ideas to eventually shape government decision-making, thus bringing about positive or negative impacts on China’s political democratic progress. This article intends to discuss the role played by internet political participation in disclosing the realities of social conflicts and clashes in China, to explore the positive implications for Chinese democratic governance through internet participation, and finally to analyze the future trends of internet use to promote democratic politics in China.

급격하게 성장하는 인터넷은 중국인의 정치생활에서 민감한 요소가 되었다. 인터넷은 중국의 민주화 진행과 사회변화면에서 핵심적인 역할을 하고 있어 중앙정부의 관심을 집중시키고 있다. 왜 인터넷은 중국에서 그렇게 정치적으로 특별한 역할을 하게 된 것일까? 그것이 중국에서 정치적 민주주의로의 “지름길”이 될 수 있을까? 그리고 경제발전 뒤에 처져 있는 정치개혁이라는 난제를 깨뜨릴 수 있을까? 이들은 중국의 정치적 미래에 관심을 두고 있는 학자들을 위한 질문들이다. 인터넷은 네티즌의 민주의식과 정치참여 능력 및 정치적 의사표현을 배양하고 단련할 뿐만 아니라 사람들의 생각을 모으고 촉진시켜 대중의 의견이 결국 정부의 의사결정을 형성하도록 이끌어서 중국의 정치적 민주화 진전에 긍정적 또는 부정적 영향을 가져온다. 이 논문에서는 중국에서 사회적 대립과 충돌의 현실들을 밝혀내는데 인터넷 정치참여의 역할을 논의하고자 한다. 그리고 인터넷 참여를 통해 중국의 민주적 통치를 위한 긍정적 함의를 찾고자 하며, 마지막으로 중국에서의 민주정치를 촉진하기 위해 미래 인터넷 사용의 동향을 분석하기 위해 작성되었다.
