Nowadays, “Global Village” is emphasized all over the world. And every country is entering the multi-cultural society consisting of many nationalities that speak different languages. The National library acts as one country’s representative informational organization, so it should offer many kinds of sources and lots of materials written by foreign languages not only for inland users but also for users from foreign countries. The information society can be called the internet society. Although, according to the scale of the international communication, to some extend, Japanese and Chinese languages are widely used, however, English has already become the most important international language so that English must be learned as a compulsory language. Therefor, in the information society, people's intelligential activities, including how to collect information and use the information in an appropriate way are very important skills. While entering the age of internet web 2.0, Web 2.0 technology has surpassed the information technology and nowadays it has extend to Library 2.0, OPAC 2.0(Online Public Access Catalog). So National library must provide more high-quality information rapidly by online information retrieval system. This paper will not mention English speaking countries, it only talk about the three countries- China, Korea, Japan which are adjacent to each other and share the similar culture and character. By comparing and analyzing three countries' National libraries’ English Version OPAC(Online Public Access Catalog) research system based on the OPAC 2.0 standards, it can put forward suggestions, and let us know how to improve the services.

이제는 전 세계적으로 지구촌이라는 개념이 계속 강조된다. 세계 각국은 서서히 다언어권 민족으로 구성되는 다문화 사회(Multi-cultural Society)로 접어든다고 판단하고 있다. 국가도서관은 그 나라의 대표적인 정보기관으로서 국내 이용자뿐만 아니라 전 세계 이용자들에게 다양한 주제와 각종 언어로 구성되어 있는 자료를 제공해야 한다. 정보화 사회는 곧 인터넷 사회를 의미하며, 정보화 사회에서의 인간의 지적활동에 가장 필요한 행동은 정보의 수집과 이의 이용 및 활용이라고 할 수 있다. 인터넷 Web 2.0시대에 들어 Web 2.0 기술은 단순히 정보기술을 넘어 이제는 Library 2.0, OPAC 2.0(Online Public Access Catalog)의 개념들로 확장되고 있다. OPAC 2.0은 Web 2.0의 기술을 이용하여 도서관, 정보 센터 소장된 데이터를 이용자에게 개방하고 이용자들 간에 정보 공유화 참여를 유도하여 정보의 가치를 지속적으로 증대시킬 수 있는 차세대 목록 정보 검색 모델이다. 이러한 추세 속에 국가도서관은 사회적으로는 다양한 정보요구에 다양한 기능을 갖추고 있는 새로운 OPAC 패러다임에 의하여 신속하게 질 좋은 서비스를 제공해야 한다. 본 논문은 영어권 국가를 제외하고 아시아 비영어권 나라중 동아시아에서 위치적으로 가깝고, 언어와 문화 공통성이 있는 한국, 중국 및 일본 3개 국가의 대표적인 국가도서관이 운영하고 있는 영어 OPAC을 대상으로 Web 2.0을 기반의 OPAC 2.0의 기준에 의하여 크게 일반 검색서비스와 이용자 참여서비스 2가지 영역을 나누어 비교 분석하고 그 결과를 바탕으로 Web 2.0 기반 OPAC 2.0의 기준으로 영어 OPAC 서비스 개선방안을 제언한다.
