China faces new competitive and developmental circumstances such as WTO accession. How should China maintain high growth for the Twenty-first century? There were some very important events for considering this question. This paper has analyzed China's new development strategies based on the 16th CPC National Congress in November, 2002, the Tenth NPC in March, 2003, and the 11th Five-Year Program from 2006. China's strategies for the twenty-first century and WTO era are summarized as solving social problems through economic development, restructuring of industries by fostering advanced technological industries, even development of the national economy, sustaining economic reform and openness, and so on. Of course there are some problems and issues to be solved for China to achieve these goals. The critical one of them is the problem of ‘three gaps’. Especially ‘three Agrarian Issues’ on widening urban- rural unevenness and under-development of rural economy has been a pressing issue of economic and political stabilities in China. In solving this situation, Chinese government has initiated various rural policies including new rural reconstruction plan.

1978년 개혁개방을 선언한 이후 지난 30여년 동안 中國經濟는 연평균 10% 내외의 높은 성장률을 기록해 왔다. 世界銀行(World Bank) 등 국제기구들은 중국의 GDP가 세계 3위에 이른 것으로 발표하고 있다. 그러나 이러한 고도성장의 이면에서 최근 中國經濟는 계층간, 지역간, 도농간 격차를 의미하는 이른바 ‘三大隔差’라는 심각한 불균형 문제에 직면하고 있다. 공산당 16大가 鄧小平의 ‘先富論’을 사실상 폐기하고 ‘共富論’을 새로운 발전이념으로 채택한 것도 그러한 반성에서이다. 특히 지역격차의 문제는 지역간 불균형 발전전략을 채택한 개방 초기에서부터 제기되어 왔으나, 최근에는 성장과 소득증대에 따른 계층간 격차와 공업화의 결과로 농업 및 농촌의 상대적 빈곤화 현상이 심화됨에 따른 도농격차가 심각하게 제기되고 있다. 계층간 격차의 주요한 현상은 소득의 양극화이다. 한편 많은 연구자들은 도농간 격차가 지역간, 계층간 격차의 주요 원인이라고 분석하고 있다. 따라서 중국경제의 지속가능한 성장을 위해서는 삼대격차, 그 가운데서도 특히 三農問題 즉 농촌․농업․농민문제를 해결하여 농촌의 성장잠재력을 육성하고 농민의 소득을 증가시켜야 할 것이다.
