The contributions of important foreign engineers, scientists, architects and calendrical designers, multi-talented specialists from Korea to India, helped provide an air of embracing cosmopolitanism and expansive internationalism during the reign of Wu Zhao (690-705 AD), China's only female emperor. Belonging to the Koguryan royal family, Quan Nanchan, son of powerful hegemon Quan Gaisuwen (a bitter enemy of Tang China prior to 666), and his nephew Quan Xiancheng both lent support to Wu Zhao as a generals, diplomats, and ambassadors. What distinguished these Koguryan nobles from other non-Han generals like Heichi Changzhi and Shazha Zhongyi were their diplomatic achievements and ethnic sensibilities. Both had long-term relationships with Wu Zhao and cooperated with her help create an environment of internationalism, pacifism and the appearance of martial strength. This paper will outline both the military and civil contributions of the Quan family-and explore the motives behind their loyalty and support.
