While increasing income inequality in China has been commented on and studied extensively, relatively little analysis is available on inequality in other dimensions of human development. Using data from different sources, this paper presents some basic facts on the evolution of special inequalities in education and healthcare in China over the long run. In the era of economic reforms, as the foundations of education and healthcare provision have changed, so has the distribution of illiteracy and infant mortality. Across provinces and within provinces, between rural and urban areas and within rural and urban areas, social inequalities have increased substantially since the reforms began.

貧富 分化의 문제는 이미 모든 국가가 안고 있는 난제이다. 특히 이는 非 先進國의 社會經濟의 지속적인 안정 성장과 國家經濟의 안전에 중요한 문제일 것이다. 中國도 예외는 아니다. 中國의 貧富 分化의 원인에 대해, 본 논문에서는 기존 이론의 관점의 합리성을 인정하면서도, 그 근본 원인의 발원은 西方의 現代性과 中國의 傳統文化의 충돌, 또는 西方의 個人主義를 기초로 한 工業化, 市場經濟化의 요인 그리고 個人權利 중심의 政治法律制度에 의해 표출된 現代化의 必然 현상에서 찾는다. 그러므로 이러한 문제를 해결할 수 있는 합리적 제도의 확립을 위해, 관념의 전환과 전체주의에 기초한 새로운 현대적 법률제도의 구축이 필요하다.
