This study is to explore the present situation of enhancement business for those sacrificed for public interest and suggest 10 future-oriented proposals. Abovementioned 10 proposals can be summarized into 3 as follows. First, continued interest of the people sacrificed for public interest. For those who are sacrificed at the cost of the people's life and property (fire-fighters, the police and maritime police), the country and people should pay more attention. What I have found out from an individual interview is that their interest is focused on in those days of sacrifices and completely got fade away over time. Spouses and children left in the basket should lead a difficult life in the midst of indifference. This means that the National Emergency Management Agency, the National Police Agency and the National Maritime Police Agency should expand their role as a medium more aggressively for people to pay more attention to those who made sacrifices. Second, the Act on Respectful Treatment and Support for Men of National Merit should be revised. As the bereaved families are suffering from economic difficulties due to the loss of the head of households, it is imperative to revise relevant laws to improve support and thereby pay prices for their sacrifice. Third, to expand the enhancement business for supporting men of national merit, sponsoring organizations should be expanded continually. Regrettably, Chamsuri Love for supporting police and Supporters' Alliance for Sacrificed Police and Fire-fighters are the only supporting organizations. Yet, Chamsuri Love supports only 16 families and Supporters' Alliance rarely supports anyone due to the lack of donation. Since it is hard to conduct enhancement business in national level, the National Emergency Management Agency, the National Police Agency and the National Maritime Police Agency should make a connection with relevant organizations and people to promote enhancement business for the purpose of vitalization. This paper is created by researching materials of literatures on the execution of enhancement business based on qualitative research methodology and descriptive approach.

본 연구는 공익희생자를 위한 선양사업의 현황을 살펴보고 미래지향적 제언을 제 시하였다. 그 제언을 세 가지로 함축하면 다음과 같다. 첫째, 공익희생자에 대한 국민 들의 지속적 관심표명이다. 국민의 생명과 재산을 지켜주다가 본의 아니게 희생당한 공익희생자(경찰, 소방 및 해양경찰)들에게 국가와 국민들은 더 많은 관심을 가져주 어야 한다. 필자가 공익희생자들과의 개별면담에서 얻은 결과는 국가와 국민들은 공 익희생자들이 희생되었을 당시만 반짝 관심을 가져주고 시간이 흐르면서 완전히 잊 어버린다는 점이다. 결국 홀로 남겨진 공익희생자의 배우자와 어린 자녀들은 주변의 무관심 속에 어려운 삶을 영위해 나가야 한다. 이 문제의 해결을 위해 경찰청, 중앙소방본부 및 해양경비안전본부 해양경찰 기관들은 공익희생자들에게 국민들이 더 많은 관심과 후원을 보내줄 수 있도록 매개자 역할을 더 적극적으로 확대해 나갈 필요가 있다. 둘째, 기존의 국가유공자등 예우 및 지원에 관한 법률의 개정이 필요하다. 공익 희생자 유족들이 가장을 잃고 경제적으로 어려움과 고통을 겪고 있는 만큼, 이들의 희생에 대한 대가를 지불 및 지원하고 더 많은 복지혜택이 제공될 수 있도록 관련 법 률의 개정을 추진하여 관련 복지지원제도들을 개선해 나가는 노력이 시급한 실정이 다. 셋째, 경찰이나 소방 관련 연구단체들은 공익희생자를 돕기 위한 선양사업의 확 대에 적극 나서야 할 때가 되었다. 아쉽게도 현재 우리나라에는 경찰을 지원하는 (사)참수리사랑과 해양경찰 및 소방공무원 중 공익희생자의 지원을 목적으로 설립된 (사)경찰·소방공상자후원연합회가 유일한데, 전자의 경우 18개 가정을 선정해 지원 (매월 50만원, 연간 600만원)하는데 그치고 있고, 아쉽게도 후자의 경우는 후원금의 부족으로 지원이 유명무실하다. 주지하다시피 국가적 차원에서는 법이 정한 한도 이 상의 지원은 일정 한계가 있는 만큼 국민안전처 산하 중앙소방본부(구 소방방재청)· 해양경비안전본부(구 해양경찰청) 및 행정자치부 외청에 있는 경찰청이 경찰 관련 학회, 경우회, 시민단체들과 연계해 공익희생자들의 선양사업이 활성화될 수 있도록 후원단체 설립에 적극으로 나설 필요가 있다. 한편 본 논문은 당위론적 관점에서 질 적방법론과 기술적 접근방법(descriptive approach)을 활용하여 공익희생자를 위한 선양사업 제도의 시행과 관련된 문헌자료 조사방식을 병행하여 기술되었다.
