The concept of teacher development and related research were analyzed in this thesis. The required change in the perspective and focus on supervision was also presented. The concept of teacher development means the quantitative/qualitative change in value, belief, attitude, knowledge, skill, and behavior of teachers throughout the whole teaching career. Supervision is the guidance/advice activity given to teachers for educational improvement. Supervision has a great value of helping teachers for positive teacher development. The traditional perspective, recognizing supervision as supervisors' exclusive role, should be changed to the new perspective, recognizing supervision as a cooperative process for the development of teachers.

본 논문은 교사발달의 개념과 관련 연구를 분석하고，이와 관련하여 장학을 보 는 관점과 인식에 있어 어떠한 전환이 요구되는가를 제시하였다，교사발달이라는 개념은 교사가 교직생활의 전체 기간을 통하여 교직과 관련된 제반 영역에서 의 가치관，신념，태도，지식，기능，행동에 있어 보이는 양적 · 질적인 변화를 의미하는 것으로 볼 수 있다．장학은 교육활동의 개선을 위하여 주로 교원을 대상으로 하여 이루어지는 제반 지도· 조언활동으로 볼 때，긍정적인 교사발달을 위해 매우 중요한 의미를 가진다．교사발달을 도와주는 장학이 되기 위해서는 장학을 장학사들만이 하는 “역할” 로 보는 전통적인 관점에서 장학사와 교원들이 공동으로 노력하는 “과정” 으로 보는 새로운 관점으로의 전환이 요구된다．
