This study aims at analyzing the conflicts structure and formation mechanism of conflicts and then looking for implications for resolving conflicts in the World Cultural Heritage inscription process. This paper examines the interaction of the Namhansanseong stake-holders and conflict causes of each step and then give suggestions for conflict resolution. This study suggests, the following implications for resolving conflicts. First, the administration is to provide accurate information to local residents in the World Cultural Heritage process should be communication with citizens and actively. Second, the World Cultural Heritage in the administrative process, it is important to go through a consultation process with local residents to form a consensus. Third, the planning stage for the World Cultural Heritage from various stake-holders, including local residents are diverse and it is necessary to participate in an integrated perspective.

본 연구는 광주시 남한산성을 사례로 세계문화유산 등재과정에서 발생되는 갈등구조를 분석하고 갈등해소를 위한 시사점을 제시하는 것이다. 분석 결과, 남한산성 세계문화유산 등재과정에서 지역주민과 행정은 판이하게 다른 이해관계 및 입장차이로 극심한 갈등관계를 형성하고 있었다. 특히, 참여주체간의 첨예한 입장 차이가 조율되지 못하면서 갈등이 증폭되고 있음이 확인되었다. 세계문화유산 등재과정에서 발생되는 지역주민의 갈등해소를 위한 시사점은 다음의 3가지로 요약된다. 첫째, 행정은 세계문화유산 등재과정에서 정확한 정보를 지역주민에게 제공하여 주민들과 적극적으로 소통할 수 있도록 노력해야 한다. 둘째, 세계문화유산 등재과정에서 행정이 일방적으로 마을사업을 결정하여 지원하는 것이 아니라, 지역주민과 공감대를 형성되도록 협의과정을 거치는 것이 중요하다. 셋째, 세계문화유산 등재를 위한 계획단계부터 지역주민을 비롯한 다양한 이해당사자들이 다각적이고 통합적인 관점에서 참여하는 것이 필요하다.
