This paper is bound to evaluate and to suggest upgrading methods by reviewing some functions and roles of local councils as the monitering agency to local administrations since the reinstatement of Korean local autonomy during twenty-four years, in which it has been the resident-representative and voting agency, and legislative body ruled by the local autonomy acts. For achieving these research objectives, this study evaluated some empowerment measures of local councils based on the local autonomy acts to the dimension of their legislative autonomy. The lower-tier local councils’ empowerment measures suggested on the basis of these competency evaluation results are as follows; first, strengthening of self-government legislations; second, bringing back of local officers’ personnel management authority to the local council chair; third, introducing internship programs for assisting local council members, strengthening policy research abilities, upgrading activity expenditure for local councilmen, and strengthening local council members’ expertise by founding local legislative training center; fourth, reinforcing monitoring functions to the local administrations; fifth, expansion and strengthening of their voting rights and consulting power to local government budgets and closing accounts; and finally sixth, strengthening duties and responsibilities of local council itself and its members.

본 연구는 지방의회가 부활된 이후 24년간 지방자치법에 규정된 주민대표기관, 의결기관, 입법기관 및 집행기관의 감시기관으로서 기능과 역할을 어떻게 수행해왔는지 평가하고 그 개선방안을 제시하고자 한다. 이러한 연구 목적을 달성하기 위해 본 연구에서는 기초지방의회를 대상으로 지방의회의 법적권한 차원에서 지방자치법을 중심으로 역량평가를 하였다. 이러한 역량평가 결과를 토대로 기초지방의회 역량강화방안으로는 첫째, 자치입법권의 강화, 둘째, 사무직원에 대한 인사권 지방의회의장에게 환원, 셋째 보좌인턴제 도입, 정책연구 기능 강화, 의정비제도 개선, 지방의정연수원 설립 등을 통한 지방의회 및 의원의 전문성 강화, 넷째, 집행기관에 대한 감시기능 강화, 다섯째, 의결권의 확대 및 강화, 예․결산심의권의 강화 등을 통한 지방의회 심의·의결권 강화 및 확대, 여섯째, 지방의회 및 의원의 의무와 책임성 강화 등을 제시하였다.
